Accreditation of Service Vouchers – 2025–2027 period – ESF+

Service Vouchersare expenditure vouchers designed to help balance work commitments with family care responsibilities, issued by the Autonomous Province of Trento. They enable holders to accesseducation, childcare and care services for childrenup to the age of 14 (or up to the age of 18 in the case of children with disabilities or in situations of particular hardship, as certified by the relevant staff) as a supplement to the public services provided for the same purpose within the province, subject to a personal financial contribution of at least 2 per cent or 5 per cent (depending on the child’s age) of the cost of the service eligible for funding.
To provide services accessible via Service Vouchers, providers must be included in the relevant List of Providers authorised to deliver educational, care and supervision services purchasable via Service Vouchers.

Information on the management procedures and contractual terms governing the legal relationships between the Autonomous Province of Trento and the service providers can be found inthe “Criteria and Procedures for the Implementation of Service Vouchers – period 1 January 2025 – 31 December 2027’, a document attached to Provincial Executive Resolution No. 2066 dated 13 December 2024, amended by Resolution No. 310 dated 28 February 2025, by Resolution No.  2110 of 19 December 2025, Resolution No. 487 of 10 April 2026and most recently amended by Resolution No. 1290 of 28 August 2026.

By Decision No. 14499 dated 20 December 2024,most recentlyamendedby Decision No. 4070 dated 22 April 2026, the“Public Notice of Selection for Inclusion in the List of Entities Authorised to Provide Educational, Care and Supervision Services Purchasable via Service Vouchers – period 1 January 2025 to 31 December 2027” was approved.

Service Vouchers are funded from the resources of the Autonomous Province of Trento’s ESF+ Programme 2021–2027, with co-financing from the European Union – the European Social Fund Plus (40 per cent), the Italian State (42 per cent) and the Autonomous Province of Trento (18 per cent). Given the significance of this scheme, the Service Vouchers have been identified in the Programme as Operations of strategic importance.

Applications may be submitteduntil 12.30 pm on 30 September 2027. 

The following entities may be included in the ‘List of Entities authorised to provide educational, care and childcare services that can be purchased using Service Vouchers’:

A) in the case of services provided for children aged between three months and three years:

• public institutions within the province dedicated to providing services in the early childhood sector;
• private organisations operating under an agreement or public service contract with provincial local authorities in the early childhood sector;
• organisations entered in the provincial register referred to in Article 8 of Provincial Law No. 4 of 12 March 2002, or which will be entered once the implementing regulations provided for in Article 11-quater of the aforementioned Provincial Law No. 4/2002 have been adopted, in the provincial register of entities accredited to provide the socio-educational services referred to in Article 6 of the aforementioned Provincial Law No. 4/2002;
• organisations operating privately and independently within the province in the childcare sector, duly registered with the Chamber of Commerce, social cooperatives, voluntary organisations, social promotion associations and non-profit organisations of social utility (Onlus), duly registered in their respective registers and operating within the province in the field of education and leisure activities (cultural, recreational, sporting, etc.) for the benefit of minors.

Should authorisation be sought to provide educational, care and supervision services accessible via Service Vouchers for Company-Run Nurseries, applicants must also hold a management contract for at least one company crèche service in the province of Trento, entered into with at least one company that provides a company crèche service for its employees and/or staff. This management agreement must expressly state the terms under which the premises are granted or made available by the company/and sponsor(s) and have a term of at least 12 months from the date of submission to the Administration of the application for inclusion in the List of Organisations authorised to provide educational, care and supervision services that can be purchased using Service Vouchers.

B) in the case of services provided for children aged three to six years:

• equivalent nursery schools in the Province of Trento;
• organisations entered in the provincial register referred to in Article 8 of Provincial Law No. 4 of 12 March 2002, or which will be entered following the adoption of the implementing regulations provided for in Article 11-quater of the aforementioned Provincial Law No. 4/2002, in the provincial register of entities accredited to provide the socio-educational services referred to in Article 6 of the aforementioned Provincial Law No. 4/2002;
• private organisations operating under a public service agreement or contract with provincial local authorities for the provision of educational and recreational services (cultural, leisure, sporting, etc.) for children;
• organisations operating privately and independently within the province in the early years sector, duly registered with the Chamber of Commerce, social cooperatives, and voluntary organisations, social promotion associations and non-profit organisations of social utility (Onlus), duly registered in their respective registers and operating within the province in the field of education and leisure activities (cultural, recreational, sporting, etc.) for minors.

C) in the case of services provided for children aged 6 to 14 (or under 18 in the case of children with disabilities certified under Law No. 104/92 or with learning difficulties or situations of particular hardship attested by competent personnel):

• public educational institutions operating within the first cycle of education as provided for by Law No. 53/2003;
• recognised or authorised primary and lower secondary schools;
• organisations registered in the provincial register referred to in Article 8 of Provincial Law No. 4 of 12 March 2002;
• private organisations operating under a public service agreement or contract with provincial local authorities to provide educational and recreational services (cultural, leisure, sporting, etc.) for children;
• organisations operating privately and independently within the province in the early childhood sector, duly registered with the Chamber of Commerce, social cooperatives and voluntary organisations; social promotion associations and non-profit organisations of social utility (Onlus), duly registered in their respective registers and operating within the province in the field of education and leisure activities (cultural, recreational, sporting, etc.) for minors.

Furthermore, all the entities mentioned above, regardless of the age groups of the children to whom the services are provided, must:

• not be in any of the circumstances set out in Articles 94 and 95 of Legislative Decree 36/2023;
• have at least one operational base within the territory of the Autonomous Province of Trento;
• meet the professional, structural, organisational and pedagogical-educational planning requirements detailed in the document‘Criteria and procedures for the implementation of Service Vouchers – period 1 January 2025 to 31 December 2027’.

Where the Service Provider has more than one operational site, it must comply with the requirements set out for each individual operational site in relation to the age group(s) and the type of services provided.

The application submitted by the Organisation, accompanied by all the required documents, must be digitally signed by the legal representative of the applicant Organisation or by a delegate with signing authority.

The application consists of the following documents:

• an application for inclusion on the register, in accordance with current stamp duty regulations (€16.00), digitally signed by the legal representative or their delegate;
• general terms and conditions of the contract, digitally signed by the legal representative or their delegate;
• CV of the Education Area Coordinator and of at least two professional staff members employed in the service per age group;
• any further annexes required by Provincial Council Resolution No. 2066 of 13 December 2024, depending on the age group for which inclusion in the Register is sought or, where authorisation is sought for company-run nurseries, the management contract for at least one company crèche service in the province of Trento, signed with at least one company promoting the company crèche service for its employees and/or associates, with a term of at least 12 months from the date of submission of this application to the Administration.
