At a time of a strong push towards the digitisation of Public Administration processes and documents, the Digital Administration Code, the primary regulatory source on the subject, has established that documents produced by public administrations by IT means must also be stored digitally(Article 43, paragraph 3 of Legislative Decree No. 82 of 7 March 2005, as amended) , thus excluding materialisation/printing practices of IT documents for the purposes of long-term preservation, where envisaged.
The activities of long-term preservation of computerised documents can be carried out by public bodies internally, by setting up a regulation-compliant preservation system, or by delegating the preservation process to an external preserver(Agenzia per l'Italia Digitale - AgID: Guidelines on the formation, management and preservation of computerised documents, paragraph 4.3 ).
As of 1 March 2015, the Autonomous Province of Trento has for a number of years delegated the preservation process of its IT documents to the Emilia-Romagna Regional Archival Pole - ParER on the basis of a specific inter-institutional collaboration agreement (see Resolution of the Provincial Council no. 2219 of 15 December 2014 ).
As of 1 July 2019, the Autonomous Province of Trento will store its IT documents internally, according to an in-house organisational model, but using the technological infrastructure of the Emilia-Romagna Archival Pole, which remains PAT's fundamental partner also for the preservation of the documents of the other entities of the Trentino public system (see Resolution of the Provincial Council no. 828 of 7 June 2019 and Resolution of the Provincial Council no. 853 of 25 June 2020 )
The acquisition of knowledge and skills in digital preservation within the provincial administrative structures involved (Office for Archival and Book Assets and Provincial Archives of the Superintendence for Cultural Assets; Digitisation Office of the Strategic Mission Unit Simplification and Digitisation) is part of a broader process aimed at setting up a territorial digital archival pole in Trentino, an objective set by the provincial legislator in Article 13 of Provincial Law no. 16 of 27 July 2012 .
The Trentino Digital Archive Centre will operate for the bodies of the Trentino public system.
In order for an entity to be able to carry out the digital preservation of documents on behalf of third parties, the legislation currently in force provides for an accreditation procedure with the Agenzia per l'Italia Digitale - AgID, but this procedure will however be revised and replaced by another qualification method more in line with the dictates of European legislation and in particular with EU Regulation no. 910/2014 .
In any case, it is envisaged that the entity applying to become a registrar on behalf of third parties obtain the highest quality certification of the information security management system in accordance with the ISO/IEC 27001 standard .
The Autonomous Province of Trento will support the audits for ISO/IEC 27001 certification during March - May 2021.
