THE PARTNERSHIP IN TRENTINO
Partnership has always been one of the key principles of the implementation of European Union funds and is intended to ensure dialogue between the Administrations responsible for investment programmes and local stakeholders throughout the entire life cycle of the programmes. The subjects representing local instances, such as public institutions, economic and social partners, and representatives of civil society, can thus contribute to defining, within the framework of the priorities defined by the European programming, the territorial development strategies supported with the contribution of European resources in the coming years, focusing on the territory's needs in order to maximise the impact of these funds.
In order to provide the partnership with elements on the social, economic and environmental context of our territory, within the framework of which the strategies and interventions of the 2021 - 2027 structural funds are to be defined, the Provincial Administration has drawn up a number of analyses that can be traced back to the 5 strategic objectives of the future programming

These analyses were shared in thematic meetings aimed at analysing in a shared way the strengths and weaknesses of our territory, defining its needs and gathering proposals and suggestions to articulate the strategy and priorities of the Structural Funds programmes. The partnership was invited to provide its contribution by filling in a special survey form and sending it to consultazioni2021-2027@provincia.tn.it
The "Trentino towards 2030" thematic meetings of the partnership were preceded by a presentation meeting on Cohesion Policy 2021-2027 in Trentino.
In addition to the public comparisons, two further meetings were organised specifically for the representative bodies of the social partners - 1 October 2021 - and for the representative bodies of the employers - 9 November and 21 December 2021.
The outcome of this process allowed the Provincial Council to define the strategic and operational choices to be pursued with the programming of the funds: with Resolution no. 1932 of 12 November 2021, the Council approved the 'Strategic Guidelines for the European Regional Development Fund (ERDF) and European Social Fund Plus (ESF+) Programmes of the Autonomous Province of Trento for the period 2021-2027', launching the preparation phase of the Programmes.
In order to ensure the full and complete application of the partnership principle also in the implementation phase of the Programmes, the Provincial Administration has oriented the construction of the reference partnership according to a logic of substantial correspondence between it and the subjects that are and will be represented in the Monitoring Committee joint Monitoring Committee of the two ERDF and ESF plus programmes; in this way, a functional and structured connection will be ensured between the progress of the programming and the body in charge of its monitoring and the main decisions functional to its evolutionary adjustment.
THE PARTNERSHIP AT STATE LEVEL
On 27 March 2019, work began on the programming of cohesion policy in Italy for the 2021-2027 period, involving all the actors of the country's institutional and economic-social partnership.
The partnership discussion (Opencohesion) was divided into five thematic Tables, one for each of the policy objectives of the 2021 - 2027 programming period:

The priority objective of the partnership discussion is to define the content of thePartnership Agreement, the document, drawn up by each Member State and approved by the European Commission, which "sets out the strategy and priorities of that Member State as well as the way in which the funds are to be used effectively and efficiently in order to pursue the Union's Strategy for smart, sustainable and inclusive growth". Regional Structural Fund programmes must be defined and implemented in coherence with the Partnership Agreement.
The Partnership Agreement between Italy and the European Commission was finally approved on 15 July 2022.
