Description
The European Regional Development Fund (ERDF) is the main instrument used by the European Union to strengthen economic and social cohesion by correcting imbalances between regions. It is aimed at supporting the smart and sustainable development of territories by co-financing interventions in the fields of innovation and research, support for small and medium-sized enterprises (SMEs), the transition to a low-carbon economy and for the implementation of the Digital Agenda for Europe.
The ERDF Programme 2021-2027 of the Autonomous Province of Trento (PAT) is the document with which PAT outlines its programming strategy for the resources coming from the European Regional Development Fund (ERDF), in accordance with the provisions of the Partnership Agreement between Italy and the European Commission on Cohesion Policy for the period 2021-2027.
The 2021-2027 ERDF Programme of Trentino, officially approved by the European Commission with decision C(2022) 7943 of 28 October 2022, makes available for the seven-year period 2021-2027 an amount of 181 million euro, more than 70 million more than the previous period 2014-2020.
The document has been prepared by the Strategic Planning and European Programming Service (currently UMSE Europe), identified as the Managing Authority of the Programme, and is the result of the synergic work carried out in concert with the provincial structures responsible for the subject matter and the partnership, gathering the requests coming from the institutional bodies and subjects, the economic and social partners and the representatives of civil society.
Programme
The ERDF 2021-2027 programme is in line with the main European and national strategies that identify green and digital transition as the two pillars of economic and social development. In continuity with previous programming and in response to recent trends and needs in the provincial context, two strategic objectives have been identified for the 2021-2027 ERDF Programme of Trentino:
a. A more competitive and smarter Europe
b. A resilient, greener and low-carbon Europe
In order to achieve the strategic objectives and address the challenges outlined, the ERDF Programme is divided into the following priorities, within which specific objectives have been selected and translated into concrete lines of development:
Priority 1 - Competitive Trentino
Priority 2 - Networked Trentino
Priority 3 - Sustainable Trentino
To these is added Priority 4 - Functional technical assistance for Programme management.
Resources
181 million euro are available to implement the ERDF Programme in Trentino, 40% of which is made up of Community resources, 42% of which comes from national co-financing from the Rotation Fund for the implementation of Community policies. The remaining 18% is covered by the provincial budget. Resources are divided as follows: 48.6% on Priority 1; 7.2% on Priority 2; 40.7% on Priority 3 and 3.5% on Priority 4.
