Description
The principle of climate proofing, already partially present in the 2014-2020 programming, has been regulated by the recent Communication (2021/C 373/01) - Technical guidelines for climate proofing infrastructures in the period 2021-2027 as a principle "aimed at preventing infrastructures from being vulnerable to potential long-term climate impacts, while ensuring that the principle of energy efficiency comes first and that the level of greenhouse gas emissions resulting from the project is consistent with the goal of climate neutrality for 2050".
The process of climate proofing infrastructure projects for funding is divided into two pillars of analysis:
1. climate neutrality / mitigation;
2. climate resilience / adaptation.
Each of these pillars is characterised by two phases: screening and detailed analysis. Depending on the outcome of the screening phase, it will or will not be necessary to proceed with a detailed analysis.
In October 2023, the Department for Cohesion Policies published the 'Indirizzi per la verifica climatica dei progetti infrastrutturali in Italia per il periodo 2021 - 2027'. This document, which can be found at the bottom of this page, is a first support for an easier and more effective application of the European Commission's 'Guidelines, technical for climate-proof infrastructure in the period 2021-2027' in the national context.
