Entities (third-sector entities, private entities, APSPs, foundations ...) operating in the social-welfare field must be authorised, as provided for by Presidential Decree No. 3-78/Leg of 9 April 2018.
The authorisation is issued by the Province and constitutes the necessary title to carry out social welfare services in a free market regime.
Authorised entities are included in the list of authorised entities for the management of socio-assistential services, pursuant to Article 4, c. 4, of Presidential Decree no. 3-78/Leg. of 9 April 2018, published below.
The entrusting of social welfare services by public bodies, on the other hand, is only possible with respect to entities registered in the register of accredited entities.
Accredited entities are also authorised.
The regulations on authorisations and accreditations, as well as the procedures for the management and entrusting of social welfare services, have been in force since 1 July 2018.
