The VALUE CHAIN Competitiveness project envisages the realisation of a training offer in order to implement the basic digital competences of workers. This tailor-made, flexible and quality training action is aimed at low-skilled workers and takes into account the specific upskilling/reskilling needs of the identified target group.
VALUE CHAIN Competitiveness is coordinated by Inapp; the partnership is composed of ANPAL, CEREQ, five Regions (Lazio Region, Lombardy Region, Sardinia Region, Tuscany Region, Adl of the Autonomous Province of Trento) and five Training Organisations (Ecole, Fidia, SFC, CIOFS FP, ASEV). In addition, several organisations are associated: the Ministry of Labour and Social Policies, OBR Lombardia Fondimpresa, FOR.TE. and Assolombarda.
In addition to the provision of training through paths to strengthen basic digital skills, the project also envisages the provision of tools for the assessment of skills as well as methods for the validation and recognition ('certification') of the skills acquired.
Both the assessment processes and the content of the training offer are based on the standards of the Digi Comp 2.1 framework to guarantee consolidated and shared references in the identification and validation of basic digital competences.
Goals
The main objective of the VALUE CHAIN Competitiveness project is to counteract the fragility of low-skilled workers with reference to basic and digital skills, through the construction of an integrated system of interventions providing flexible paths for the improvement of skills, in addition to the recognition of skills.
In particular, it is proposed to pursue
- the increase in the skills of workers - particularly those over 50 years of age - but, more generally, of adult workers with an insufficient level of digital skills - who are faced with processes of digital transformation in their organisational contexts
- the design and delivery of customised training paths aimed at increasing basic and transversal digital skills;
- the provision of training paths built on the results of competence assessment processes and on the identification of individual objectives (competence assessment procedures and tools are themselves innovative results of the project);
- the development of processes and devices for the validation and recognition of acquired competences, in close cooperation with the Regions and the Social Partners and in full compliance with the regulations in force: this makes it possible to assign a use and exchange value to certifications and to meet the internal and external requirements of the labour market. Moreover, both the evaluation processes and the content of the offer through training will be based on the DG Comp 2.1 standards to guarantee established and shared references in the validation and recognition of competences;
- the full consideration of the outcome of the institutional and scientific debate on the topic in the EU, through continuous exchange and synergy with existing networks, such as those of the national coordinators of the European Agenda for Adult Learning, the experts forming the WG ET2020 A.L., the other projects funded by the current and the two previous calls, the EPALE Platform Ambassadors and the main international organisations such as EAEA and EBSN;
- raising awareness and knowledge of the long-term benefits for the business system and their main stakeholders (representative associations, trade unions, interprofessional funds, public administrations) when investing in skills upgrading and retraining of adult workers and in particular those over 50 years of age
