General information
The PEBA, or Plans for the Elimination of Architectural Barriers, are instruments that can monitor, design and plan interventions aimed at the removal of architectural barriers in public buildings to support the mobility of persons with disabilities.
By a decree dated 10 October 2022 issued by the Minister for Disabilities, in agreement with the Minister for the Economy and Finance and the Minister for Labour and Social Policies, the Autonomous Province of Trento was allocated the sum of 110,330.98 euro to finance projects to incentivise the design of PEBAs to be assigned to municipalities that have not yet adopted them, taking into account as a priority the class of municipalities with a population of between 5,000 and 20,000 inhabitants.
The Autonomous Province of Trento has planned to divide the due resources into a quota for training activities to be allocated to the Consortium of Trentino Municipalities so that interventions aimed at local authority technicians are planned, and into quotas to be allocated to municipalities with between 5,000 and 20,000 inhabitants that will commit to adopting PEBAs.
The municipalities interested in accessing the contribution must submit a specific request to the UMSE Disability and Socio-Healthcare Integration (project reference structure) by 31.01.2024 (by resolution of the Provincial Council no. 288 dated 08.03.2024 the deadline for submission was extended to 29.03.2024 and participation was extended to all municipalities under 20,000 inhabitants). The municipalities concerned will have to participate, through their own staff, in the training courses provided by the Consortium of Trentino Municipalities and undertake to draw up and adopt the PEBA by the Municipal Council by the end of 2024.
Goals
The objectives of the project are
- to carry out specific training actions addressed to technicians of all Local Authorities;
- to allocate funding to municipalities with between 5,000 and 20,000 inhabitants that will commit to the adoption of plans for the elimination of architectural barriers (the Provincial Council resolution no. 288 dated 08.03.2024 extended the possibility of submitting an application to all municipalities with under 20,000 inhabitants).
Milestones
The decree of the Minister for Disabilities - 10 October 2022 - taken in agreement with the Minister of the Economy and Finance and the Minister of Labour and Social Policies, assigned to the Autonomous Province of Trento the sum of Euro 110,330.98 for the design of PEBAs and for the financing of a project to support the mobility of persons with disabilities.
The resolutions of the Provincial Council no. 256 of 17.02.2023 and no. 789 of 12.05.2023 defined the amount and the modalities for disbursing the incentive to municipalities with between 5,000 and 20,000 inhabitants that have not adopted the PEBA.
By Resolution of the Provincial Council no. 288 of 08.03.2024, the application deadlines were extended and the possibility of submitting applications was extended to all municipalities under 20,000 inhabitants.
By 29.03.2024, the municipalities interested in adopting the PEBA submitted their applications.
With the determination of the Director no. 4273 dated 29.04.2024 , the list of municipalities admitted to funding was published.
During 2024, the Consortium of Trentino Municipalities activated the specific training courses for Local Authority technicians.
By 31.08.2025 the financed Municipalities must have adopted the PEBAs (deadline extended by resolution of the Provincial Government no. 1836 of 15.11.2024). Please note that by Resolution of the Provincial Council no. 1169 dated 08.08.2025 a further extension to 31.12.2025 was provided for the conclusion of the path undertaken by the Municipalities for the drafting of the PEBAs.
