National Strategy Inner Areas - Tesino Plateau

Mission 5 - Component 3 - 1.1 National strategy for internal areas

Rehabilitation and securing of the SP 78 road on the Tesino plateau by creating a bicycle and pedestrian path.

General information

The intervention concerns the upgrading and securing of Provincial Road SP 78 between the built-up areas of Pieve Tesino and Castello Tesino, with the aim of creating a route, in its own roadway, for weak users (cyclists and pedestrians).

At present, S.P. 78 is the only road that the inhabitants of the municipalities of Pieve Tesino, Cinte Tesino, and Castello Tesino can use for their daily commute (going to work, school, town halls, multi-purpose centres, playgrounds, sports centres, etc.).
This is also the only route that tourists who decide to travel to Tesino can use.

In addition to a critical issue concerning traffic, there is also the problem of the promiscuity of vehicles: cyclists and pedestrians who decide to use this stretch of road do not have a safe space protected from heavy vehicles.
The work therefore envisages the upgrading of Provincial Road SP 78 and the construction of a cycle/pedestrian path, which will run alongside the SP without creating a discontinuity.

The improvement can be read in several respects, in addition to that already mentioned of safety.

  • from the naturalistic-landscape point of view, the planned route pursues the inspiring principles of the development policy of the provincial cycle-pedestrian network, which are the enhancement of the territory, the protection of natural resources, the use of the territory in a sustainable manner and the improvement of knowledge of the environmental context;
  • from the tourist-recreational point of view, the work fits perfectly into the overall project of the creation of a cycle-pedestrian path in the Tesino plain, which is fundamental for the connection between Pieve and Castello.

From a technical point of view, the plan is to create a work with a low visual impact on the area, by building the track alongside the existing road.

The standard section will have a road foundation with a finish in natural materials of a suitable grain size. In the sections where it will not be possible to rest on the existing ground, it is planned to build a cantilevered corbel in reinforced concrete, which will be anchored laterally to the road kerb and from below by means of micropiles to consolidate the foundation, also further improving the stability of the existing road.

In the areas where watercourses are crossed, a reinforced concrete bridge will be built, which will have the same typological and architectural features as the existing bridge.

The development of the track on which the intervention will be carried out is approximately 1125 m.

The cycle/pedestrian path in its own lanes will be 2.50 m wide, with two-way traffic and grassed banks of 0.50 m on each side where possible, protected laterally by a natural wooden fence.

The surface finish will be bituminous conglomerate.

Goals

Improve and increase the safety of mobility and accessibility in the Tesino area.

Specifically, the intervention will provide social support, improving the viability of the municipalities involved, especially for weak categories (pedestrians and cyclists).

The project combines two objectives present in the PNRR (National Plan for Recovery and Resilience) and in the PNC (National Plan for Complementary Investments): the support to the so-called 'internal areas' and the improvement of the accessibility and safety of roads, especially of the internal areas.

While road safety is the main objective, a major role will also be given to reducing pollution and reorganising roads, which is also useful for the development of tourism in the area.

TARGET: to contribute to the national target of completing the works/testing the interventions for a total of 2,000 km of roads in inland areas.

National funds

In the Tesino internal areas, resources from the Rotation Fund and the Fund for Development and Cohesion 2014 - 2020 are also foreseen for interventions aimed at the prevention of forest fires defined with the lead municipalities of Castello Tesino and Peio and identified within the provincial plan for the protection of forests from fires. The total expenditure for five different works amounts to 1,385,800 euro, of which 1,105,556 euro financed with national funds.
