Electronic Health Record

The national project provides for:

• the full integration of all healthcare documents and types of data; the creation and implementation of a central repository; interoperability and a service platform; the design of a standardised user interface; and the definition of the services that the FSE must provide;
• the integration of documents by the Regions and Autonomous Provinces into the FSE, financial support for healthcare service providers to upgrade their technological infrastructure and ensure data compatibility; financial support for the Regions and Autonomous Provinces that adopt the FSE platform; support in terms of human capital and skills to implement the infrastructural and data changes necessary for the adoption of the FSE.

 The FSE fulfilsthree key functions:

1. a point of access for individuals and patients to use essential services provided by the National Health Service;
2. a database for healthcare professionals containing standardised clinical information, including the patient’s complete medical history;
3. a tool for Local Health Authorities (ASLs), which will be able to use the FSE’s clinical information to carry out clinical data analyses and improve the delivery of healthcare services.

For the Autonomous Province of Trento, this involves two projects: one modernisation plan to strengthen the digital infrastructure of healthcare systems and one operational plan to enhance the digital skills of healthcare professionals.

The project aims toenhance the Electronic Health Record (EHR) by strengthening the technological infrastructure and promoting its use by healthcare professionals.

Target:

• adoption and use of the Record by all Regions and Autonomous Provinces, with all new clinical documents being digitally native;
• 85 per cent of GPs contributing data to the Electronic Health Record.

The Autonomous Province of Trento, in its capacity as the implementing body, utilisesthe Trentino Integrated University Health Authority (Asuit) as its delegated implementing body.

The implementation of the PNRR in Trentino forms an integral part of the provincial framework for sustainable development, in line with the policies set out in the Provincial Economic and Financial Document and the related Update Note.

PNRR funding of €5,047,910.81, of which:

for the upgrading of digital infrastructure: €2,496,972.81

for digital skills: €2,550,938.00

The target relating to the use and updating of the Electronic Health Record by general practitioners and paediatricians chosen by patients has been met and exceeded. The national target stipulated that at least 85 per cent of doctors should be entering data into the EHR by December 2025; this target has been met at national level.

In Trentino,7,626 healthcare professionals have beentrained, and 98.7 per centof GPs are entering data into the Electronic Health Record.

In 2025, the Autonomous Province of Trento also received the first national prize in the ‘Asynchronous Training’ category of the ‘Innovative Training and Communication’ competition, organised by the Ministry of Health in collaboration with the Department for Digital Transformation of the Prime Minister’s Office, Agenas and Promis.
The award recognises the distance learning project aimed at professionals within the Provincial Health Service as part of activities relating to the Electronic Health Record 2.0, in collaboration with TSM – Trentino School of Management.
