General information
The national project provides for:
- the full integration of all healthcare documents and types of data; the creation and implementation of a central repository; interoperability and a service platform; the design of a standardised user interface; and the definition of the services that the FSE must provide;
- the integration of documents by the Regions and Autonomous Provinces into the FSE, financial support for healthcare service providers to upgrade their technological infrastructure and ensure data compatibility; financial support for the Regions and Autonomous Provinces that adopt the FSE platform; support in terms of human capital and skills to implement the infrastructural and data changes necessary for the adoption of the FSE.
The FSE fulfilsthree key functions:
- a point of access for individuals and patients to use essential services provided by the National Health Service;
- a database for healthcare professionals containing standardised clinical information, including the patient’s complete medical history;
- a tool for Local Health Authorities (ASLs), which will be able to use the FSE’s clinical information to carry out clinical data analyses and improve the delivery of healthcare services.
For the Autonomous Province of Trento, this involves two projects: one modernisation plan to strengthen the digital infrastructure of healthcare systems and one operational plan to enhance the digital skills of healthcare professionals.
Goals
The project aims toenhance the Electronic Health Record (EHR) by strengthening the technological infrastructure and promoting its use by healthcare professionals.
Target:
- adoption and use of the Record by all Regions and Autonomous Provinces, with all new clinical documents being digitally native;
- 85 per cent of GPs contributing data to the Electronic Health Record.
