Electronic Health Record

The national project includes:

• the full integration of all health documents and data types, the creation and implementation of a central repository, interoperability and service platform, the design of a standardised user interface and the definition of the services to be provided by the ESF;
• the integration of documents by the Regions and Autonomous Provinces within the ESF; financial support for health service providers to upgrade their technological infrastructure and data compatibility; financial support for the Regions and Autonomous Provinces that will adopt the ESF platform; and support in terms of human capital and skills to implement the infrastructural and data changes necessary for the adoption of the ESF.

The ESF will fulfil three key functions

1. access point for individuals and patients to use essential services provided by the NHS;
2. database for healthcare professionals containing homogeneous clinical information that will include the patient's entire medical history;
3. a tool for Local Health Authorities, which will be able to use the clinical information in the ESF to perform clinical data analyses and improve the provision of health services.

For the Autonomous Province of Trento, there are 2 projects: 1 adaptation plan for the enhancement of the digital infrastructure of health systems and 1 operational plan for the increase of digital skills of health system professionals.

The project is aimed at enhancing the Electronic Health File (Fascicolo Sanitario Elettronico - Fascicolo Sanitario Elettronico - FSE), through the strengthening of the technological infrastructure and its use by health system operators.

Target:

• Adoption and use of the Fascicolo by all Regions and Autonomous Provinces, with all new digital native clinical documents;
• 85% of general practitioners feed the Electronic Health Record.

The Autonomous Province of Trento avails itself of theAzienda Provinciale per i Servizi Sanitari (APSS) as the delegated implementing body.

The implementation of the NRP in Trentino fits coherently into the programme framework for sustainable provincial development, according to the policies identified in the provincial Economic and Financial Document and its Update Note.

PNRR funding of €5,047,910.00 of which:

for digital infrastructure enhancement: €2,496,972.81

for digital skills: €2,550,938.00

Between the end of 2022 and the early months of 2023, the adaptation plan for the enhancement of the digital infrastructure of the health systems and theoperational plan for the increase in digital skills of the health system professionals of the Autonomous Province of Trento were validated by the Ministry of Health and the Structure of the Presidency of the Council of Ministers responsible for technological innovation.

By March 2025, 97.7% of GPs in Trentino were already feeding the electronic Health File.

By June 2025, a total of 2736 operators had been trained.

In October 2025, the Autonomous Province of Trento won the first national prize in the "Asynchronous Training" category of the "Innovative Training and Communication" contest, promoted by the Ministry of Health in collaboration with the Department for Digital Transformation of the Presidency of the Council of Ministers, Agenas and Promis.
The award recognises the distance training project aimed at professionals of the Provincial Health Service in the context of the activities on the Electronic Health Record 2.0, with the collaboration of TSM - Trentino School of Management.
