General information
The EU is home to more than 200 million dwellings, most of them built before 2001. As they account for 40 % of the EU's energy consumption, the need to invest in energy-saving renovations is crucial. Energy Efficient Mortgages (EEM) finance the purchase, construction and renovation of residential and commercial buildings with the aim of improving energy performance. The EeMMiP project explores the link between buildings and mortgages and bridges the gap in the development of the energy efficiency mortgage market.
The role of PAT, through the Provincial Agency for Water Resources and Energy (APRIE), is related to energy planning, also in terms of legislative proposals, and to the coordination of local initiatives to develop pilot cases for the use of the banking product.
The "EeMMiP" project activity is structured in work packages that include both research and management activities:
▪ WP1 Project Management: in the role of coordinator, EMF-ECBC will take responsibility for managing the project, with the support of the partners and WP leaders in the steering committee.
▪ WP2 Current and Future Market System Mapping and Consumer Research: This work package will be elaborated by several consortium partners under the overall coordination of E.ON.
▪ EEM Label_ WP3: With its experience in the design, establishment and management of the highly successful market-based governance mechanism of the Covered Bond Label, also on a global level, EMF-ECBC is in a very favourable position to take forward the design of the EEM label.
▪ Market Demonstrators in WP4: Based on its extensive experience in process design and management expertise, CRIF will coordinate WP4.
▪ WP5 Guidelines for Ensuring Effective and Fair Treatment of Credit Risk in EEM: Based on its expertise in policy analysis and with the support of UNIVE, CE will conduct the necessary analysis to determine how to articulate EEM in the risk management of credit institutions processes, in the context of prudential supervision and financial regulation.
▪ Institutional Coordination of WP6: With its international network and experience in working with public authorities and with the contribution of all project partners, UNIVE will lead WP6.
▪ Networking and dissemination of WP7: the steering committee, led by EMF-ECBC in its role as coordinator, will manage the stakeholder network in close cooperation with the umbrella EMI, maximising visibility and awareness-raising.
Goals
The project aims to test the Energy Efficiency Mortgage (EEM) product by structuring a globally integrated market, a model for emerging and established markets.
