Promoting a new governance model for the social and solidarity-based economy in Europe based on a common strategy, local action plans and capacity building to make the public-private partnership and the different target groups (from citizens to policy makers) responsible for integrated territorial development.
Goals
Strengthening the governance of multi-level public-private(3P) partnershipsinvolved in the creation and delivery of fair and better services for citizens and territories has become a priority in the Central European area. These services, based on social and solidarity economy cooperation schemes (such as clusters, districts, networks, etc.) are specifically addressed to weak (low added value) economic sectors and disadvantaged persons, thus they can contribute to territorial cohesion and inclusive integration and integrated territorial development.
Social and solidarity economy districts (DES), or equivalent models in Europe, can promote a type of territorial cohesion that respects the principles of social, environmental and economic sustainability.
Planned activities are
- creation of a European network of the different existing clusters/districts/networks active in the area of social and solidarity economy
- sharing of experiences/best practices;
- transfer of competences on the implementation and governance of territorially integrated initiatives;
- design of innovative governance methodologies and strategies focused on social and solidarity economy;
- testing of governance models with pilot actions
Milestones
2023
- kick off meeting in Trento (18-19 April 2023) and presentation to partners also the solidarity economy system and in particular the Solidarity Economy Districts
- semi-structured remote interviews/surveys to Solidarity Economy stakeholders
2024
- virtual study visits organised in the pilot partners, i.e. Italy, Slovenia, Croatia, Poland, Hungary
- workshops at local level involving stakeholders in order to define a short and medium-long term strategic vision for the development of local action plans
- definition of the 'Joint International Strategy
- Steering Committee meeting held in Turin on 26 March 2024
- Approved the Joint International Strategy on public-private collaboration in support of the Social and Solidarity Economy
2025
- January-March: peer review in 5 European countries of local action plans to promote public-private partnership in the solidarity economy
- March-October: development of local action plan (PAT/Federazione trentina della cooperazione) and experimentation
- October-December: capacity building and job shadowing activities
- November-December: creation of a platform on social and solidarity economy in Central Europe with the aim of networking good practices of solidarity economy and content collection
