Responsibilities and functions
The Single Committee of Guarantee (CUG) is addressed to the staff of the provincial administration and performs propositional, consultative and verification tasks with two main aims: to ensure the protection of male and female workers against discrimination and mobbing and to promote a working environment marked by organisational well-being. The CUG replaces and absorbs the functions of the equal opportunities and mobbing committees, unifying skills and functions in a single body.
The CUG performs the following tasks, also as a contribution to bargaining:
- proactive taskson
- promoting the culture of equality and equal opportunities and the dignity of the individual in the workplace
- strengthening work/life balance policies and actions to promote conditions of organisational well-being
- promotion of initiatives, interventions, projects to eliminate or prevent discrimination, physical, moral or psychological violence in the workplace
- dissemination of data and good practices at national and international level on equal opportunities and organisational wellbeing issues
- advisory tasks, formulating opinions on
- positive action plans, aimed at promoting substantive equality at work between men and women
- reorganisation projects of the administration to which it belongs and staff training plans
- working hours, forms of work flexibility and work-life balance measures
- staff evaluation criteria
- verification tasks on
- results of positive actions, projects and good practices in the field of equal opportunities
- results of actions promoting organisational wellbeing and prevention of work-related discomfort and combating moral and psychological violence in the workplace - mobbing
- absence of all forms of discrimination, direct and indirect, in access, treatment and working conditions, professional training, promotion in career advancement, safety at work.
Legal framework of reference
The CUG was established pursuant to Art. 17 of Provincial Law no. 13 of 18 June 2012 "Promotion of equal treatment and culture of equal opportunities between women and men", with Provincial Council Resolution no. 986 of 15 June 2015. Its guidelines were approved by the Provincial Council with Resolution No. 1026 of 23 June 2014, in compliance with European (Resolution of the European Parliament of 20 September 2001) and national (Law 165/2001 as amended by Law 183/2010) indications.
