Responsibilities and functions
The Committee is composed, according to Art. 106 of EU Regulation 2021/2115, of:
- relevant authorities at regional and local level as well as other public authorities, including authorities responsible for environmental and climate issues;
- economic and social partners, including representatives of the agricultural sector;
- relevant bodies representing civil society and, where appropriate, bodies responsible for promoting social inclusion, fundamental rights, gender equality and non-discrimination.
It meets at least once a year to examine all aspects affecting the results of the Plan, including reviews of the effectiveness of its implementation; it is consulted whenever changes are made to the contents of the Complement and, if it deems it appropriate, it expresses an opinion on any amendments to the Plan and the Complement proposed by the Managing Authority. It comments to the Managing Authority on the implementation and evaluation of programming, including actions related to the reduction of the administrative burden on beneficiaries.
The Committee cooperates and coordinates with the National Monitoring Committee chaired by the MASAF, which deals with the implementation of the whole CAP Strategic Plan (SPP): the Provincial Committee expresses its opinion on the specific aspects concerning the Province of Trento, the National Committee deals with the transversal aspects and interfaces with the European Commission for all the issues and amendments that affect the SPP.
The functions of the Committees are defined by Art. 124 of EU Regulation 2021/2115.
The Committee expresses its opinion on:
- the methodology and criteria used for the selection of operations;
- the annual reports on the effectiveness of implementation;
- the evaluation plan;
- the Managing Authority's proposals to amend the CSR and the PHP.
