In order to ensure the quality and transparency of administrative activities and to improve the quality of services to citizens and businesses, and to proceed to the constant and progressive simplification and re-engineering of processes, also with regard to the right of access, at State level, with Article 6 of Decree-Law No. 80 of 9 June 2021, it was ordered that public administrations adopt the Integrated Plan of Activities and Organisation (hereinafter referred to as P.I.A.O.).
The Autonomous Province of Trento, with the national aim of structurally improving the administrative capacity of public organisations, and considering that it has long been committed to making public institutions accessible, qualified and able to create value for and with the territories, with Provincial Law no. 21 of 27 December 2021 (law connected to the 2022 provincial budget manoeuvre) introduced Article 19.1 in Provincial Law no. 4 of 1996, concerning 'New discipline of development programming and adjustment of the rules on accounting and disadvantaged areas'.
The P.I.A.O. is intended as an instrument that brings together in a single act a plurality of plans and programmes provided for by the legislation, promoting astrong simplification and interconnection between the different dimensions, resulting in an integrated system for the creation, enhancement and protection of public value for the community, as well as for the increase of accountability to the community.
In the first years of the legislation's implementation, experimental P.I.A.O.s were approved, i.e. documents that concerned a selection of policies among those defined by the Provincial Council with the Provincial Economic and Financial Document that were considered of particular relevance for the territory.
Starting with the P.IA.O. 2025-2027, the document takes into account all the policies adopted by the Provincial Council. In fact, the document was drawn up taking into account the planning documents approved in the new Legislature - the 17th Legislature - such as the Provincial Strategy, which defined the medium-long term objectives, the Provincial Economic and Financial Document 2025-2027, which specified for each policy the recipients, the implementing bodies and the expected results, and the Update Note, which outlined the relevant interventions for each policy.
