The following are obliged to obtain the certificate of professional competence in order to then start up the activity of motor vehicle consultancy
- the owners of sole proprietorships;
- at least one of the partners of partnerships
- at least one of the general partners of limited partnerships or public limited partnerships;
- at least one of the managing directors for any other type of company.
The requirements for obtaining the certificate are:
- Italian citizenship or citizenship of an EU Member State;
- majority age;
- moral requirements (not having been convicted, not having been subject to administrative measures of personal security or preventive measures, not having been banned or incapacitated or bankrupt;
- secondary school diploma, or equivalent.
The aptitude examination consists of a written test, with questions on the following subjects
- road traffic;
- road transport;
- navigation;
- public register of motor vehicles;
- tax legislation relevant to the sector.

NB: The provisions of circular no. 59/97 of 09/06/1997 of the Ministry of Transport and Navigation General Directorate M.C.T.C. are quoted as follows: "the Examination Boards shall inform the interested parties only of the questions and the predetermined multiple answers, omitting the indication of the relative solutions".
NB: Each candidate will be given a sheet containing five questions for each of the five disciplines covered by the examination, for a total of twenty-five questions with predetermined multiple answers, of which only one must be correct; the candidate must identify the correct answer.
NB: The holder of the payment notice must be the same as the applicant for the examination.
