Description

The facilitation measure envisaged by this measure flanks the setting-up premium itself. It is intended, in fact, to grant those young farmers - who will be placed in a suitable position for funding in the ranking list for the setting-up premium and who feel they need concrete support and accompaniment for their business growth in the strategic and economic-financial sphere - the possibility of seeing the expenses incurred for specific consultancy and training areas recognised.

TYPES OF ELIGIBLE INITIATIVES

Servisory services of a strategic nature

Consultancy services to implement the business plan and in particular to build a strategic vision in organisational, production or market terms for their business, legal and fiscal consultancy in relation to the business activity and the business plan, consultancy in the area of business finance to choose financing channels, investigate existing forms of guarantee to improve access to credit and encourage investments activated by agricultural businesses.

Surveys di mmarket, pians di marketing, commercial telematic and security

Consultancy services acquired: for distribution channel analysis, company positioning analysis, product analysis, market segmentation analysis, study and design of advertising campaigns and promotional material, design of operational and strategic marketing plans, design and creation of websites functional to the promotion and telemarketing of goods and services (including customised booking services), analysis on safety in the workplace.

Certifications

Consulting services incurred in obtaining certifications for: company quality systems, product quality, environmental and ethical compatibility, workplace health and safety management systems.

Measure dof public intervention, cumulus e limiti di spesa

  1. The amount of the maximum grant that may be awarded is €5,000.00, while the amount of the minimum grant that may be awarded is €2,500.00, taking into account, however, the maximum percentage of 70% of eligible expenditure.
  2. The limits set out in this point must be complied with both when the grant is awarded and when it is liquidated.
  3. The aid is granted pursuant to Regulation (EU) No 1408 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union tode minimisaid in the agriculture sector.
  4. Cumulation with other public incentives provided for by European, State and regional regulations, whether or not constituting State aid, is not permitted with respect to the eligible expenses.

Eligible expenses are set out in point 3 paragraph 1 of Criteria Resolution No 1915/2023.

The subsidised services must be started only after the submission of the grant application, otherwise the eligible initiatives will be ineligible.

Restrictions

OBLIGATIONS

The young farmer undertakes

  • to accept all checks on the actual use of the aid granted and on compliance with the obligations laid down by provincial law, these criteria and the act granting the aid
  • to notify the competent structure or body promptly of any subjective or objective change relevant to the granting of the aid or to its continuation.

The forfeiture of the Establishment Grant provided for by Intervention SRE01 of the call for proposals 2023, approved by resolution no. 1914/2023, determines the forfeiture of the grant provided for in this notice, if it occurs within the first 5 years from the date of the establishment itself.

Checks on compliance with the obligations imposed on applicants by paragraph 2 above and by Article 6 of Provincial Law no. 4/2003 shall be carried out on a sample equal to 5% of the interventions subject to constraints, in accordance with the relevant provincial regulations in force.

The control on the substitutive declarations of certification and affidavit will be carried out on a sample of at least 5% of the files, according to the provisions of the provincial regulations in force on the matter.

Who it's for

Eligible for aid under these criteria are young farmers who are placed in an eligible position on the ranking list of beneficiaries of the setting-up premium for the first call for applications 2023, under measure SRE01 - setting-up of young farmers approved by Decision No 1914 of 13 October 2023.

Recipients of aid that has been declared unlawful may not be beneficiaries

The application may be submitted by the young farmer who has submitted an application under the SRE01 call for applications, (a consultant may be used to enter the application into SRTrento only).

What to do

Applications must be submitted using the computerised procedures on the https://srt.infotn.it portal, which can also be accessed at https://a4g.provincia.tn.it/, from 19 October 2023 until 31 January 2024.

To submit an application you must

- have a digital signature;

- whoever enters the application (the applicant or the appointed consultant) must be accredited to the portal, as specified on this webpage

The application must be digitally signed by the person entitled to sign the document, otherwise it will be inadmissible.

The application must be completed in its entirety in accordance with the facsimile provided on the srt.infotn.it portal containing

  • that it has neither applied for nor obtained other public contributions for the same subsidised activities, except within the limits of the provisions in force;
  • that he/she is not the recipient of aid that has been declared unlawful;
  • that the consultant is not the owner, partner or director of the enterprise run by the young farmer, or holds any other position in the enterprise in which the young farmer is to set up
  • that the adviser is not the same company as that in which the young farmer is setting up
  • that the advisor is not related by blood or affinity within the first degree or cohabiting with the young farmer applicant or one or more partners of the enterprise in which the young farmer is setting up who together hold at least 25% of the capital or voting rights of the enterprise.

The following must be attached to the application

  • prospectus of the services envisaged, drawn up by the service provider(s) and signed by the applicant for the grant, which also indicates how the service requested will promote the establishment and development of the business in relation to the business plan and the timetable for carrying out the consultancy;
  • presentation of the service provider and curriculum vitae of the persons who will provide such services;
  • a plain copy of the quotes/estimates for the planned services with details of the costs by type of service, also taking into account the number of consultants employed and the number of hours or days worked to achieve the objectives of the consultancy;

The cumulation of de minimis aid is checked ex officio.

The procedure is concluded within 120 days from the approval of the priority ranking list of the SRE01 intervention announcement 2023, as per resolution no. 1914 of 13 October 2023

Recipients of the aid under this notice are young farmers who are in an eligible position for funding in the ranking list for the setting-up premium under the 2023 call for applications of Intervention SRE01, approved by today's resolution.

The applications submitted will be processed following the order of priority established by the ranking list of the young farmers setting up, intervention SRE01 - call 2023, and granted in the same order, until the allocated resources are exhausted.

In the case of applications that cannot be financed due to lack of resources, a non-acceptance measure is adopted in accordance with Provincial Law 23/1992, to be communicated to the applicant.

In the case of applications not included in the priority list of Intervention SRE01 because they are not eligible for funding, a measure of non-acceptance will be adopted.

The procedure shall end within 120 days from the approval of the priority ranking list of Intervention SRE01 Announcement 2023, as per Resolution no. 1914 of 13 October 2023, with a determination of the Director of the Agricultural Service, whereby the grant or rejection will be adopted. Following the adoption of the aforementioned measure, the beneficiary will be sent a communication with the results of the preliminary investigation.

Assessment of the fairness of the expenditure

The technical and administrative examination of the grant application is limited to the following steps

  1. verification of the existence of the requirements for the eligibility of initiatives for the benefits provided for by law;
  2. verification of the technical-administrative appropriateness of the expenditure
  3. determination of the amount of the contribution due.

The technical-administrative appropriateness of the expenditure is assessed through the value indicated in the expenditure estimates.

Changes in the Planned Initiatives

Changes in the service provider or certifier, changes to the budgeted consulting services and any other changes that differ from those presented in the initial grant application are admissible if they are communicated to the examining body prior to the issuance of the relevant expenditure documents and provided that the qualifications of the service provider are maintained and the purpose of the service being subsidised is not altered. The examining body will carry out an assessment of compliance with these provisions. The variations referred to in this paragraph shall be taken into account with respect to the expenditure programme eligible for subsidy.

Payment terms

Expenditure paid by the beneficiary by bank or postal transfer or by Riba, to the current account in the name or joint name of the beneficiary (current account dedicated, even if not exclusively, to the initiative) is eligible.

Payment in cash is not permitted under any circumstances.

It is compulsory to quote the Unique Project Code (Cup) on all invoices and in all payments. The code is assigned by the Agricultural Service and will be communicated to each beneficiary within the measure granting the contribution.

Expenditure supported by documents (invoices and/or payments) without a CUP code will not be eligible for funding.

Reconciliation is allowed for documents prior to the communication of the CUP code.

Reporting deadlines for initiatives

The beneficiary must submit a report on the expenses incurred by 31 December of second year following the date of adoption of the grant award decision.

For the final payment of the contribution, an application for payment must be submitted online through the portal https://srt.infotn.it/ that can also be reached from the portal https://a4g.provincia.tn.it/, digitally signed by the applicant, to which the documentation required for the payment of the contribution must be attached.
