WHEREAS Article 23 bis of Provincial Law No. 6 of 13 December 1999 (Provincial Law on incentives for businesses 1999) as amended by Provincial Law No. 2 of 11 June 2019 "Measures for simplification and strengthening competitiveness" and by Provincial Law No. 10 "Provincial law on agritourism 2019" it is provided that "In order to ensure a high level of quality for agricultural and food products, the Province regulates and promotes, also through the activity of representative bodies and subjects of the productions involved, a quality mark to inform consumers of the characteristics of the products marked by the mark, in accordance with the European Union regulations on marks. The Provincial Council defines with its own resolution the general conditions for the granting of the licence to use the mark to companies, including agricultural companies, with the aim of enhancing the typicality and tradition of agricultural and agri-food productions that, at the same time, offer quality guarantees for the production system, processing or other intrinsic characteristics of the raw materials on the basis of special specifications approved by the Provincial Council".
The Province considers it important to confirm the strategic nature of the 'Qualità Trentino' brand instrument for the overall valorisation and promotion of Trentino's agri-food products, both to guarantee consumers the supply of quality products linked to the territory and to make our producers more competitive in an increasingly open and competitive market.
With resolution no. 212 of 14 February 2020, it approved the Regulations for the use of the "Qualità Trentino" collective mark for the purposes of converting the registration of the mark, pursuant to Legislative Decree no. 15/2019.
Restrictions
The quality of the products or categories of agricultural and food products awarded the use of the "Qualità Trentino" mark is guaranteed through the implementation of a control plan of the specifications contained in the product specification.
The control plan, relating to each product or category of products for which the "Qualità Trentino" mark is requested, is the reference document in which the conformity requirements set out in the product specification are set out and the overall control activities that each producer must guarantee are specified.
The control plan, which is approved by the committee provided for in Article 8, is drawn up by an independent control body, accredited in accordance with standard EN ISO/IEC 17065:2012, and authorised or designated by the Ministry of Agricultural, Food and Forestry Policies to carry out control activities on protected designations of origin (PDOs), protected geographical indications (PGIs) and guaranteed traditional specialities (TSGs) of agricultural products and foodstuffs, in the organic production sector and, limited to wines, on PDO-PGIs in the wine sector.
Following approval of the control plan by the committee, the control body carries out an initial inspection and issues the certificate of conformity to the producer. With this document, the control body certifies that the product corresponds to the requirements set out in the product specification.
After the initial control, the control body continues to carry out periodic checks, according to the frequency established in the control plan, reporting any non-conformities detected to the managing body. The managing body or the owner of the "Qualità Trentino" mark may request the inspection body to carry out additional checks to the periodic ones already provided for in the control plan, whenever the need arises.
