All citizens legally established in another State of the European Union, the European Economic Area (Iceland, Liechtenstein and Norway) or Switzerland may exercise their profession in Italy on a temporary and occasional basis. You are legally established in a State when you meet all the requirements to exercise your profession in that State and you are not subject to any prohibition, even temporary, on exercising that profession.
Prior to performing the service in Italy, it is necessary to send a prior declaration with the documentation required by Directive 2005/36/EC attached.
With the approval of resolution no. 1851 of 28 November 2025, the Provincial Council approved the criteria and methods for assessing the temporary nature of the service of ski instructor in the Province of Trento by foreign citizens from EU Member States.

For service providers from EU Member States, the temporary and occasional exercise of the profession of ski instructor on a self-employed basis is admitted to service providers in possession of the qualification and certificate of competence (CTT - Common Training Test - obtained by passing the PFC), provided for by Delegated Regulation 907/2019.
For the providers who do not possess the necessary requirements to participate in the PFC (common training test) or who have not passed the PFC, the competent authority proceeds, since the activity has repercussions on public health and safety, with the preliminary verification of professional qualifications pursuant to Article 11 of Legislative Decree 206/2007, which provides that: "in the event of substantial differences between the professional qualifications of the provider and the training required by national rules, to the extent that this difference is such as to be detrimental to public safety or public health, and cannot be compensated for by the professional experience of the provider or by knowledge, skills and competences acquired through lifelong learning, formally validated for this purpose by a competent body, the provider may make up these differences by passing a specific aptitude test at the expense of the person concerned".
Providers from Member States that do not regulate the profession are required to prove professional experience in accordance with the provisions of Article 9(2) of the aforementioned Legislative Decree 206/2007, i.e. to have practised the profession for at least one year during the ten years preceding the service, without prejudice to the verification of the qualification possessed. Evidence of professional experience as a ski instructor can be provided, in accordance with the provisions of the Code of Conduct, approved by the Presidency of the Council of Ministers, for the implementation of Directive 2005/36/EC, by means of: tax or social security certification or pay slips or certification from the employer (tax documentation attesting the actual exercise of the activity) from which the professional activity carried out as a ski instructor is clearly identified.
