Submission of projects to implement continuous training courses

The Notice, approved by resolution of the Provincial Council no. 2230 of 23 December 2024, finances, for an allocation of resources amounting to EUR 2,000,000.00, the implementation of in-company continuous training courses to strengthen the skills of workers and entrepreneurs with the following aims

• support enterprises and workers in adapting to changes resulting from changes in the technological, environmental and socio-sanitary context;
• support training plans of companies in crisis, linked to company recovery and reorganisation plans.

The total resources available for the financing of this notice is euro 2,000,000.00 (of which euro 800,000.00 is EU - ESF+ co-financing equal to 40% of the total).

The maximum funding that may be granted for each project proposal, in relation to the size of the implementing body, is equal to

• 50,000.00 euro in the case of micro and small enterprises;
• 100,000.00 euro in the case of medium-sized enterprises;
• EUR 200,000.00 in the case of large enterprises.

Aid scheme

The subsidy is also granted in the amount, in the percentages defined and within the limits imposed by European legislation on state aid and de minimis aid (EU Regulation No 651/2014 "exempted" and EU Regulation No 2831/2023 "de minimis", Regulation (EU) No 717/2014 (de minimis in the fisheries and aquaculture sector) and Regulation (EU) No 1408/2013 (de minimis in the agricultural sector).

This intervention is financed under Priority 2 "Education and training; specific objective g) of the European Social Fund plus (ESF+) Programme 2021-2027 of the Autonomous Province of Trento, with co-financing from the European Union, the Italian State and the Autonomous Province of Trento.

Evaluation of projects and formation of rankings

The evaluation of the training projects will be carried out by the Technical Evaluation Board, in accordance with the General Evaluation Criteria approved by resolution of the Provincial Council no. 2368 of 21 December 2023, on a two-monthly basis and with reference to the projects received from the first day to the last day of each two-month period. At the end of the assessment, applications will be admitted to a ranking list that will be published on this website.

Duration

The total training duration of the project must be between 30 and 600 hours.

The duration of training per capita per participant must be between 16 and 200 hours.

The training measures must be implemented within 12 months from the date of notification of approval of the funding.

The following entities may participate in this Notice by submitting project proposals aimed at granting a contribution for training courses

• enterprises registered and active, even in a 'state of crisis', at the Chamber of Commerce of competence, including cooperative societies
• organisations of the Third Sector, registered with the Single Provincial Register of the Third Sector (RUNTS) established at the Ministry of Labour and Social Policies in implementation of Articles 45 et seq. of the Code of the Third Sector (Legislative Decree No. 117 of 3 July 2017), which carry out economic activities
• freelance professionals or associations of freelance professionals practising in associated form;
• self-employed workers.

The training courses must be intended for workers and/or employers and/or individual entrepreneurs, active at an operating site/production unit of the business located in the territory of the Autonomous Province of Trento who fall into one of the following categories

• employees or family helpers of private employers, including those with part-time and fixed-term contracts;
• employees with a coordinated and continuous collaboration contract of private employers;
• business owners, including legal representatives, or working partners (also in a dominant position) of craft and/or micro and small enterprises
• worker members of cooperative societies, including those acting as legal representatives (whether or not they share in the profits);
• individual entrepreneurs;
• self-employed workers and freelancers exercising their activity both in a self-employed and in an associated form.

Applications may be submitted from 12.30 p.m. on 3 March 2025, and by the deadline of 12.30 p.m. on 30 April 2027 unless the Notice is closed early due to exhaustion of available resources.

Interested parties must submit their project proposal through the computerised procedure of PRESENTATION AND MANAGEMENT OF TRAINING INTERVENTIONS.

New Entities, in order to access the computerised accreditation procedure, must first register in the REGISTRATION (click inside the grey box on"create an account"). At the end of the registration procedure an access link will be communicated to the e-mail address to access the reserved area to fill in the project proposal online.

Project proposals are composed of the following documents

1. Application for funding (Model A), also containing the possible delegation (if the proposing party intends to delegate portions of activities in accordance with the regulations provided for in the "ESF+ Implementation Criteria"), digitally signed by the legal representative or his/her delegate, with power of signature, in compliance with the current stamp regulations (16.00 euros).
2. Project description(Model B). The project proposal must be drawn up in Italian, in a maximum number of 50,000 (fifty thousand) characters and digitally signed by the legal representative or its delegate with power of signature.
3. Financial Estimate (Form C) completed in accordance with paragraph 6 of this Notice and the ESF+ Implementation Criteria, digitally signed by the legal representative or its delegate with power of signature.
4. Act of accession
5. Eventual training plan of the company in crisis linked to a company restructuring or reorganisation plan.

It is also specified that, as more fully specified in paragraph 19 of the Notice, when submitting the project proposal the implementing entity is required to enter the data of the beneficial owner(s) in the management information system. Failure to provide this information will inhibit the submission of the application.
