Statistical survey on building activity - ISTAT / ISPAT

The data is collected monthly with two digitally fillable PDF templates, one for residential buildings (RE for new volumes or volume extensions of residential buildings) and the other for non-residential buildings (NRE). In each there is a section for interventions on existing buildings (renovations).

Data are collected for the following permits:

1. Building permit;
2. SCIA alternative to PdC;
3. Public works;
4. SCIA;
5. CILA;

In the case of a new RE building, the same must have more than 50% of the total surface area dedicated to residential use. This includes residential buildings to be rebuilt in case of total demolition of the existing building. The above also applies to NREs.

Although they are incorporated into a single model, the ISTAT 'Statistical survey of building permits-IST 00564' (residential and non-residential buildings) and the ISPAT provincial survey on 'Renovations', are separate and both are included in the National Statistical Programme, which gathers together all the statistical surveys of public interest and are compulsory.

The Institute for Statistics of the Province of Trento (ISPAT) is responsible for the Statistical survey on interventions on existing buildings - IND 0038 (Renovations).

Response obligation

This survey, included among the statistical surveys of public interest, is included in the National Statistical Programme 2023-2025, Update 2024-2025 (code IST-00564), approved by Presidential Decree of 6 November 2025. The National Statistical Programme in force can be consulted in the Regulations section of the Istat website.

The obligation to reply for this survey is set out in art. 7 of Legislative Decree no. 322/1989 and in the Presidential Decree of 6 November 2025 approving the National Statistical Programme 2023-2025, Update 2024 - 2025; violation of this obligation will be sanctioned in accordance with arts. 7 and 11 of Legislative Decree no. 322/1989. In the list containing the surveys for which, in the event of a breach of the obligation, an administrative sanction is envisaged, for each survey the 'sanctionable subjects' and the size values, if any, envisaged for initiating the investigation process are listed.

Sanctions

Once the deadline for the transmission of data - set at 1 March 2027 - has passed, ISTAT will initiate the procedure for ascertaining and contesting violations of Article 7 of Legislative Decree No. 322/1989 for the purposes of applying the administrative pecuniary sanction, in accordance with the provisions of the above-mentioned legislation on statistics (Articles 7 and 11 of Legislative Decree No. 322/1989 and Presidential Decree of 6 November 2025), on the basis of the threshold values of the survey unit, as set out in the NSP in force.

The owner of the works/self-employed professional downloads and fills out the editable PDF forms, then sends them to the relevant Municipality (Technical Office) oruploads them to a dedicated portal.

Completion by the municipal technician is only envisaged in the case of Building Permits or Public Works; for the other types of authorisation titles detected (SCIA, SCIA alternative and CILA) the municipal technician must check the completeness of the data before proceeding to mass submission to ISPAT.

The municipality has to send the new editable templates to ISPAT on a monthly basis, via Protocollo Informatico PiTre (code S210) or via PEC (see section Contacts below)

In the absence of building permits issued in the month of reference (of one or both surveys), municipalities are required to report the 'negative monthlyity' through the Google Form.

For example, if a municipality sends PDF forms completed only for the part relating to renovations, it will have to declare through the Google Form the negative monthly statistics for the part relating to Building Permits (ISTAT survey). Similarly for the opposite case.

The municipalities must send the newly completed forms on a monthly basis. In order to carry out all the necessary paperwork to send the required data to ISTAT, they are asked to send everything by the 5th day of the month following the month of processing.

For the purposes of the application of the sanctions provided for by ISTAT for municipalities with at least 20000 inhabitants, as per art. 7 of legislative decree no. 322/89 and the National Statistical Programme, the following are considered as
supplies not received or received after the aforementioned deadline of 1 March of the following year , and as incomplete:
(a) supplies transmitted within the time limit exceeding 30 days of the monthly deadlines set out in Annex 1;
(b) supplies sent repeatedly after the monthly deadlines specified in Annex 1, up to a cumulative delay of 200 days in the same year.
