The Building Activity Surveys are of two types, one of which ISTAT is the owner and collects information on the main characteristics of projects for new buildings (even if demolished and entirely rebuilt), residential and non-residential, or volume extensions.And a second survey, where ISPAT is the owner and collects information on interventions on existing buildings (renovations).

Description

ISTAT survey - 'Statistical survey of building permits'.

Collects information on new buildings, residential and non-residential, or volume extensions to existing buildings. The statistics on building permits constitute an important information base for the knowledge of the structural characteristics and dynamics of residential and non-residential building activity and comply with the obligations set out in EU Regulation 2019/2152 (EBS) and EU Implementing Regulation 2020/1197.
The statistical survey of building permits is conducted monthly and collects information on the main characteristics of projects for new (including demolished and entirely rebuilt), residential and non-residential buildings or volume extensions of pre-existing buildings.
Partitions, changes of use, which do not involve an increase in volume of the building, are not covered by the ISTAT survey.

The survey is included in the National Statistical Programme, which brings together all the statistical surveys of public interest.

ISPAT survey - "Statistical survey of interventions on existing buildings".

This survey, unlike the ISTAT survey, aims to collect information on renovated surfaces (residential and non-residential), by type of intervention (attics, re-roofing, fixtures), energy efficiency interventions, etc.

It is present not only in the Provincial Statistical Programme, which defines the framework for the development, production and dissemination of official statistics in the Province of Trento, but also in the National Statistical Programme, with the aim of completing the information on building interventions also for the part concerning renovations.

Response obligation

This survey, included among the statistical surveys of public interest, is included in the National Statistical Programme 2020-2022 (code IST-00564), approved by Presidential Decree of 9 March 2022. The National Statistical Programme in force can be consulted in the Regulations section of the Istat website.
The obligation to reply for this survey is set forth in art. 7 of Legislative Decree no. 322/1989 and in the Presidential Decree of 9 March 2022 approving the National Statistical Programme 2020-2022; violation of this obligation will be sanctioned in accordance with arts. 7 and 11 of Legislative Decree no. 322/1989 and the aforementioned Presidential Decree of 9 March 2022 (attachment 'List of Sdi and Sda works included in the National Statistical Programme 2020-2022 for which failure to provide data constitutes a violation of the obligation to reply'). The respective lists in force can be consulted in the sections 'Duty to reply' and 'Sanctions'.
In the list containing the surveys for which, in the event of a breach of the obligation, an administrative sanction is to be applied, the 'sanctionable subjects' and the size values, if any, for initiating the investigation process are listed for each survey.

Sanctions

Once the deadline for the transmission of data - set at 2 March 2024 - has passed, this Institute will initiate the procedure for ascertaining violations of Article 7 of Legislative Decree No. 322/1989 for the purposes of applying the administrative fine, in accordance with the provisions of the above-mentioned legislation on statistics (Art. 7 and 11 of Legislative Decree No. 322/1989 and Presidential Decree of 9 March 2022 approving the NSP 2020-2022), taking into account the threshold values set out in the NSP in force and in the possession of the detection unit at the time of the assessment. Who it's for

The holders of building permits (or design engineers), will complete the respective survey form (Residential or Non-Residential Form for the ISTAT survey, or PAT Form ED006 for renovation work for the provincial ISPAT survey) and send it to the relevant municipality.

The Trentino municipalities must send to ISPAT on a monthly basis, within the month following the month of collection, the models received from the holders of building permits or design engineers.

For both surveys, both those relating to new buildings and extensions of residential or non-residential buildings, and those relating to renovation work, if no building permit has been collected in the month of collection, the municipalities must report the 'negative' month using the appropriate Google Form.
