Public notice. Submission of expressions of interest for access to the benefits of Provincial Law no. 4/2003 - Article 46 "Facilitation for plant production" - Restructuring and conversion of vineyards, 2024-2025 wine year N.B. the wine-growing year begins on 1 August and ends on 31 July of the following year.

Description

The objective of this notice is to enable the enterprises, interested in the "Restructuring and conversion of vineyards" measure, pending the adoption of the measure determining the criteria and procedures for submitting applications for support and payment of aid for the 2024/2025 wine year on LP 4/2003, art. 46, to comply - by analogy with Community measure W001 of the 2023-2027 PSP - with the "ex ante controls", and at the same time, to carry out the planting of the rooted vines already during the 2024/2025 wine year.

Restrictions

Pursuant to Art. 42 of EU Reg. 1150/2016, the ex-ante control includes the verification of the existence of the vineyard and of the area under vines determined in application of Art. 44 of the same regulation.

This control is also aimed at verifying compliance with the provisions of art. 46 paragraph 3, second subparagraph of Reg. 1308/2013 concerning ineligible operations, in particular the normal renewal of vineyards ("normal renewal of vineyards which have come to the end of their natural life" means the replanting of the same plot with the same variety using the same vine cultivation system).

The Rural Development Policy Service shall draw a sample, equal to at least 5% of the expressions of interest, for which it shall carry out an on-the-spot check of the vineyard plantings covered by the intervention.

The verification of the agronomic characteristics of the vines to be restructured/reconverted (variety, training system, planting layout and vine cultivation status), compared to what has been declared with the expression of interest, are binding for the possibility of submitting the subsequent application for support.

The following will not be considered eligible

  • vineyards that will be planted with other varieties than the declared one;
  • vineyards that will be planted with the declared variety but with a different training system from the declared one;
  • vineyards that will be planted with the declared variety but with a different planting layout from the declared one;
  • vineyards which are planted on "abandoned wine-growing areas" as defined in Article 2(1)(d) of Commission Delegated Regulation (EU) No 2018/273 of 11 December 2017, i.e. vineyards planted on an area which has not been regularly cultivated to produce a marketable product for more than five wine years.

The on-the-spot check shall be documented by means of an inspection report. Areas found to be non-compliant may not be the subject of the subsequent support application.

After the ex-ante controls, the list of the expressions of interest submitted, those subject to the ex-ante control and the results of this verification are approved by a determination of the Manager, within 30 days from the deadline for the presentation of the expression of interest. Expressions of interest that are randomly drawn and do not meet the requirements will have a negative outcome and cannot be followed up in the application for support.

It is possible to submit expressions of interest for reconversion and restructuring activities corresponding to the eligibility criteria for intervention w001 - Restructuring and conversion of vineyards of the PHP 2023-2027.

Please note that expenses incurred following the expression of interest, but before the application for support, are not eligible for funding. Only expenditure incurred after the date of submission of the application for support will be eligible.

Who it's for

The subjects identified in Article 2, paragraph 1, letters a), b), d) and e) of Provincial Law no. 4/2003 may submit expressions of interest:

a) single agricultural enterprises, as identified by the applicable State and provincial regulations;

(b) companies set up to run agricultural businesses as identified under point (a);

(d) agricultural cooperatives and cooperatives for the collection, processing and marketing of agricultural products and their consortia listed in the Register of cooperatives of the province of Trento, agricultural associations provided they are legally constituted

(e) associations of agricultural producers recognised under the relevant legislation in force.

Beneficiaries of the aid are natural and/or legal persons who run vineyards with wine grape varieties that are in compliance with the vineyard authorisation system and/or hold valid vineyard replanting authorisations. Large companies may not submit expressions of interest.

Holder or producer is understood to be the natural or legal person who, in whatever capacity, manages an area under vines for the purpose of producing wine grapes.

The tenant or producer is the party required to fulfil the obligations associated with updating the farm file and submitting changes affecting the area under vines.

The tenant is identified through the Unique Farming Code (CUAA), which must be indicated in any application or communication

What to do

The submission of the expression of interest can take place from Monday 5 August until 16 September 2024.

The expression of interest represents the title for the acquisition of the right to submit the Application for Support "Restructuring and conversion of vineyards" for the 2024/2025 campaign.

In any case, the submission of the expression of interest does not guarantee the eligibility for support of the subsequent Application for Support, nor does it oblige the applicant to submit the same if he intends to renounce the application for the public contribution.

The expression of interest is arranged on the basis of the information content of the farm file and can be submitted exclusively in telematic mode (online) by accessing the portal https://srt.infotn.it.

The expression of interest must contain

- the list of plots and Vineyard Units subject to renewal of the planting and the relevant title of use

- the area covered by the operation

- the variety and age of the uprooted plants;

- the pre-intervention planting system and training system;

This information must be extracted from Siap (using the print function in the Vineyard Units menu) and included in the expression of interest in the form of a pdf attachment.

In addition, the presence of replanting authorisation (in portfolio or in the process of being issued) must be declared; this information is binding when applying for support.

The beneficiary, with the submission of the expression of interest, declares "to be aware of the provisions governing the submission of the expression of interest and that this submission is the preparatory document for the application for support for access to the benefits provided for the intervention "Restructuring and conversion of vineyards" provided for in art. 46 "Facilitation for plant production" of LP 4/2003.

In the subsequent application for support, the vineyard units covered by the Intervention must correspond to the plots indicated in the expression of interest (same cadastral parcels).

The total surface area must be equal to or smaller than that of the expression of interest.

Expressions of interest submitted must be signed by means of a valid digital signature device, therefore it is advisable to have one in advance.

The expression of interest must be digitally signed by the person entitled to sign the document, otherwise it will be inadmissible.

Planting is understood to mean the planting of grafted or ungrafted vine shoots for the production of grapes classified for the production of wine, or for the cultivation of mother plants for scions or for experimental purposes.
Vineyard area is defined as the area within the planting pattern, row to row and vine to vine, increased, in the side and header strips, by the area actually existing in the service of the vineyard as defined by the Ministry of Agriculture, Food and Forestry
Grubbing-up is the operation of completely removing vine stocks from the ground.

The vineyard register is the database containing all information on the area under vines, agronomic characteristics, cultivated varieties, forms of cultivation, planting distances and the wines produced.

It is the tool provided for by EU regulations, an integral part of the SIAN as well as of the Integrated Administration and Control System (IACS) and equipped with a geographic identification system (GIS).

Variations in the register are the further changes made to the vineyard (training system, reduction in the planting layout, etc.).

The vineyardunit (U.V.) consists of the continuous area under vines that falls within a single cadastral parcel and is homogeneous in terms of the following characteristics

  • ownership title
  • productive use (wine grapes);
  • planting layout;
  • year of planting;
  • form of training;
  • irrigation;
  • grape variety.
