It is now possible to proceed with the grubbing-up of the vineyard to be restructured or reconverted. We remind you, for those who have not yet complied, of the obligation to submit prior notification of grubbing-up(model 2).
Description
The aid is granted from provincial funds under Article 46 of Lp 4/2003 and pursues the objective of improving the overall performance and sustainability of the farm, in particular by reducing production costs or improving and converting production in the wine sector.
The conversion and restructuring activities eligible for this aid are:
A. varietal conversion consisting in the replanting on the same or another plot of land, with or without changing the training system, of a different vine variety considered to be of greater oenological or commercial value.
B. restructuring which consists
B1. in the relocation of a vineyard with replanting in a position that is more favourable from an agronomic point of view, both in terms of exposure and for climatic, soil and economic reasons
B2. in the replanting of the vineyard in the same plot but with changes to the training system or the planting layout. In this case the increase in vines per hectare must be at least 20%;
B3. from the 2025/2026 wine year onwards, for vineyards with indigenous varieties such as Nosiola or Groppello, the limitations set out in points 'B1' and 'B2' above are not applied. Aid for this type of action 'B3' is granted under the de minimis regime pursuant to Commission Regulation (EU) No 1408/2013, as supplemented by Commission Regulation (EU) No 2021/3118.
Resources allocated for the 2025/2026 marketing year: Euro 1,200,000
For the interventions, no priority criteria are identified. Should the resources not be sufficient to finance all the applications, a proportional reduction will be made in order to finance all the applications submitted.
Should the work requested not be carried out on the entire surface area, the beneficiaries are subject to a penalty (paragraph 12 of the notice).
The granting of the contribution also entails the obligation for the beneficiary to respect the use of the vineyard planting for at least 10 years pursuant to Article 6 of Provincial Law 4/2003. The deadline runs from the date of the application for final payment of the contribution.
Aid beneficiaries are small and medium-sized enterprises active in primary production in the wine sector, including:
(a) individual agricultural enterprises, as identified by applicable state and provincial legislation;
(b) companies set up to run agricultural enterprises as identified in point (a);
(d) agricultural and harvesting, processing and marketing cooperatives and their consortia listed in the Register of cooperatives of the Province of Trento, agricultural associations provided they are legally constituted
(e) associations of agricultural producers recognised under the relevant legislation in force.
The following are excluded from aid under this measure
1. undertakings that are the subject of an outstanding recovery order following a previous Commission decision declaring an aid unlawful and incompatible with the internal market
2. firms in difficulty, as defined in Chapter 2.4 paragraph 33 (63) of the Guidelines;
3. companies that have received an injunction to compulsory grubbing up for phytosanitary reasons pursuant to Article 55 bis of Lp 4/2003 and have not complied with the payment of the penalty and the grubbing up, with reference to the amount of land declared in the farm file. If it is found that phytosanitary measures have been infringed, the offender is ordered to suspend payment of the aid until the infringed phytosanitary measure has been implemented. After 3 years from the date of submission of the aid application, the aid will be forfeited;
4. enterprises using authorisations issued on the basis of the conversion of replanting rights purchased from other producers, as established by the European Commission note Ref (2016)7158486 of 23/12/2016 point 9 or for new plantings issued by the Ministry;
5. large enterprises, as defined in Chapter 2.4, paragraph 36 of the Guidelines.
What to do
The application is submitted through the computer procedure set up on SRTrento. For this action, the aspiring beneficiary may mandate a CAA.
The application must be digitally signed by the applicant and must contain all the information and attachments requested during the compilation phase.

Eligible companies will receive by pec notice of eligibility and instructions on how to apply for payment on the SRTrento portal. In particular, they will be asked to attach the following documentation
photographs taken during the preparatory operations of the planting
georeferenced photographs representative of the vineyard area subject to the intervention;
detailed plans (or orthophotos with cadastral grid) of the area subject to final verification, if not already attached to the application for support or subject to modification with respect to the situation initially envisaged;
health certification of the rooted vines purchased;
final statement of works carried out;
if the work involves soil analysis, documentary evidence thereof;
declaration in lieu of affidavit by the legal representative on the applicability of the withholding tax pursuant to Article 28, paragraph 2, of Presidential Decree No. 600/1973.
Before the final payment, the competent Structure will carry out sample checks on at least 20% of the farms benefiting from the contribution, checking that the facilities have been built in accordance with the provisions of Provincial Council Resolution No. 919 dated 27 June 2025.
During the inspection, the congruity of the intervention carried out with respect to the application is verified. Plants which, at the time of testing, will be different, even in terms of characteristics (variety, form of cultivation, sixth, etc.) from what was accepted in the final application will not be eligible for aid.
