Reimbursement of insurance costs for the Supervisory Body (ODV) and the Public Health Service (APS)

This is a grant awarded by the Province to reimburse voluntary organisations (ODV) and social promotion associations (APS) for the costs incurred solely to fulfil the obligation to insure their members who carry out voluntary work against accidents and illnesses arising from the performance of such work, as well as for third-party liability.

Reimbursement may be claimed for premiums paid to the insurance company during the calendar year precedingthe submission of the reimbursement claim (e.g. in 2025, premiums paid from 1 January to 31 December 2024 may be claimed).

Entities registered with the RUNTS (at the time of the reimbursement claim) are not eligible for reimbursement if:

1. they have been removed from the RUNTS during the refund assessment process, or in cases where the removal procedure has commenced during the assessment
2. they are in the process of being wound up on the date of the application, having either:
   • adopted a resolution to wind up
   • applied to the Revenue Agency to have their tax registration number cancelled
   • requested an opinion from the provincial RUNTS office regarding devolution pursuant to Article 9 of the Third Sector Code
3. submit an application for a total amount equal to or less than €50 (fifty)
4. the number of members or volunteers has not been previously declared in the RUNTS, or the data contained in the RUNTS indicates that the organisation has registered zero volunteers or members in the relevant registers.

Non-commercial organisations registered with the RUNTS may apply for a refund in the following sections:

• A) ODV (Voluntary Organisations)
• B) APS (Social Promotion Associations)

provided that

1. they have their registered office in the Province of Trento from the time of payment of the premium covered by the grant application until at least the date of the decision granting the refund
2. they are duly registered by 31 December of the preceding year (for example, 31 December 2024 for the year 2025)
3. have kept their details up to date on the RUNTS portal (number of members and volunteers)

Please note: check that the details in the RUNTS correspond to those recorded in the association’s registers.

For the purposes of eligibility for reimbursement, the requirement for beneficiaries to be registered with RUNTS must have been met at least as of 31 December of the year for which the grant is being claimed and must remain in force until the date of the decision granting the reimbursement, except as provided for federations and coordinating bodies.

Note: if the policyholder is a national organisation to which the local branch is affiliated, then the local branch that paid the membership fee (including insurance charges) to the national organisation may not apply for a REIMBURSEMENT OF INSURANCE CHARGES but may submit an application for REIMBURSEMENT OF MEMBERSHIP FEES.

The application must be submitted online via the green button below labelled‘Access the service’, which will allow you to start the application process online via the electronic platform known as ‘stanza del cittadino’, following authentication using your digital credentials:

• SPID (public system for managing the digital identity of citizens and businesses)
• CIE (electronic identity card)
• CNS (National Services Card)

The application may be submitted:

1. by the acting legal representative
2. by an authorised representative 

The person holding the power of attorney must belong to one of the following categories:

• volunteers registered in the appropriate certified register
• members of the executive committee
• employees and quasi-subordinate staff of the organisation with an active INAIL registration

The power of attorney must be digitally signed by the legal representative or signed by the representative in person (in which case it must be accompanied by a valid identity document of the signatory).

Platform downtime 

ONLY AND EXCLUSIVELY in the event of a significant disruption to the platform, or in the event of a significant malfunction, will the deadline for submitting applications be extended for a period corresponding to the duration of the malfunction (by order of the Head of the relevant department) and announced via the official website of the Autonomous Province of Trento.

The following must be attached to the application submitted online:

1. a copy of the policy schedule ( s ) (for the first submission only)
2. a copy of the premium payment receipt(s ) issued by the insurance company
3. (where applicable) amendments, receipt(s) for premium adjustments, policy clarifications and declarations of variable risk factors, including the date on which the adjustment was collected (or, failing that, attach the relevant receipt)
4. (if applicable) a special power of attorney, only if the application is submitted by an authorised representative using the appropriate form approved by the relevant office (downloadable from the link below)

The receiptsattached to the application must show a payment date falling between 1 January and 31 December of the calendar year preceding that in which they are submitted for reimbursement; otherwise, they will not be eligible for reimbursement.

For payments made by bank transfer, the reference date is that shown on the receipts issued by the insurance company and not the date on which the transfer was requested.

Claims for a total amount of 50 (fifty) euros or less will not be eligible for reimbursement.
