Opening a Rural Business

Rural establishments are accommodation establishments located in existing traditional buildings in a rural environment, equipped with guest rooms, also arranged in several flats in the same building with a kitchenette or independent kitchen service, in which accommodation and possibly food and beverage services are provided.

Without prejudice to compliance with current urban planning, health, fire prevention and safety regulations, rural establishments must meet the following minimum structural requirements

• be located in existing buildings in mountainous areas or areas traditionally used for agricultural and sylvan-pastoral activities, provided that they are environments scarcely affected by urbanisation phenomena

• they must consist of historic buildings typical of traditional rural architecture such as farmhouses, farmsteads, mountain pastures, mills, historic houses and the like, even if they have already been restored, renovated or restructured or, in the case of ruins, reconstructed, and must have surface area, height and lighting ratio parameters such that they do not require extensions, elevations or new additions for use as accommodation, except for those permitted by the implementation rules of the general town plan or building regulations of the municipality in the area concerned.

The implementing regulations detail the further minimum structural requirements that the establishments must possess.

The operator of the activity is obliged to the following regulatory obligations:

• Communicate the names of guests to thePublic Safety Authority, within 24 hours, exclusively via the weballoggitati.it accessible with the credentials provided by the Police Headquarters of Trento.

• Enter tourist presences online (C59-ISTAT forms) in the Provincial Tourism System (STU) for the ISTAT statistical survey.

• Pay theprovincial tourist tax, collected from guests, via the Pagosemplice portal on the established deadlines. All information on the application of the provincial tourist tax can be found on the Trentino Riscossioni S.p.a website in the section dedicated to the tourist tax.

The application may be submitted by natural and legal persons wishing to undertake the activity of rural exercise in entrepreneurial form

Submit the SCIA - segnalazione certificata di inizio attività per Esercizio rurale ( certified start-up notification for rural business activity) to the relevant municipality via the Telematic Single Contact Point for Productive Activities (SUAP) of the Trentino municipalities, accessible at the link: www.impresainungiorno.gov.it, after authentication using SPID, CIE or CNS.

Modification or cessation applications must also be submitted in the same way.

The following documentation must be attached to the SCIA to be submitted to the Municipality

1. photocopy of the valid identity card (only if the SCIA is not signed in the presence of the employee in charge)
2. copy of valid residence card or residence permit (for non-EU citizens)
3. receipt of payment of the processing fee where applicable.

The Receptivity and Tourist Professions Office of the Tourism and Sport Service will provide the user with the credentials to access the provincial Tourism Information System(STU) to manage the appropriate personal data changes and to communicate presences for statistical purposes (C59-ISTAT).
