Obtaining the certificate of technical competence for fire-fighters

For the fire-risk activities listed inAnnex IV of Ministerial Decree 02/09/2021, the workers in charge of implementing fire prevention, firefighting and emergency management measures must obtain thetechnical suitability certificate referred to inArticle 3 of Decree Law No. 512 of 01/10/1996, by enrolling in a technical assessment examination at the Fire Brigade Headquarters.

The certificate of technical suitability is linked to the level of fire training. According to the Ministerial Decree of 2 September 2021, there is therefore a technical suitability linked to level 2-FOR training (formerly medium risk of the Ministerial Decree of 10 March 1998) as distinct from level 3-FOR technical suitability (formerly high risk of the Ministerial Decree of 10 March 1998).

The certificate is compulsory only for workers employed in fire-risk activities listed inAnnex IV of Ministerial Decree 02/09/2021

The recipients of the service are companies, entities or self-employed workers who need to qualify personnel designated to the role of fire-fighting officer in workplaces with activities included in the list inAnnex IV of Ministerial Decree of 2 September 2021.

Prerequisites of the identified personnel who are enrolled in the examination are:

• possession of psychophysical suitability for carrying out the examination;
• to work in premises located in the Autonomous Province of Trento;
• be in possession of insurance cover for possible accidents during the scheduled practical tests;
• be in possession of the training envisaged by the technical regulations in force for fire-fighting service operators pursuant to Ministerial Decree 02/09/2021 (compulsory updating at least every five years). In detail, the registered person must enclose with the application the certificates proving that they have valid level 2 or level 3 fire-fighting training (first training or update) (the date on the certificate will be taken as proof).

Theapplication for enrolment in the fire-fighting technical qualification examination is submitted electronically by the employer or by the natural person himself by filling in and sending the application online through the Citizen's Room, which can be reached by clicking the button on this page (Access to the service section), after identification through SPID (Sistema Pubblico di Identità Digitale), CIE (Carta d'Identità Elettronica), CNS (Carta Nazionale dei Servizi) or CPS (Carta Provinciale dei Servizi).

After the candidate has successfully passed the examination, it will be possible to request the certificate to be issued electronically by filling in and sending the application online via the Citizen's Room, which can be reached by clicking the button on this page (in the Service Access section).

A copy of thecertificate of attendance at the training course must be enclosed with the application, showing the dates on which the course was held and highlighting the mandatory regulations on the basis of which the course was delivered.

The application can be submitted at any time.

Examinations are generally held from March to June and from September to November.

After acquiring the application, the administration verifies that the prerequisites are met (checking the documentation submitted and payment) and sends the convocation letter with the date of the examination.

Once the examination is over, the outcome will be communicated to the applicant. After this communication, it will be possible for successful candidates to apply for the certificate to be issued electronically. Each certificate is issued with a 16.00 euro revenue stamp.

A candidate who fails the examination may be registered for a new examination after a period of not less than two weeks. In the event of a further failure, the candidate must attend a new training course.

In order to be admitted to the examination, the legal or physical entity submitting the application must pay the examination fee.

The payment of the amount due must be made exclusively through PagoPA as per the notice generated when filling in the application online.
