Movement of tourists in private accommodation - Istat declaration

The National Statistical Programme provides for the obligation to declare the movement of tourists staying overnight at provincial accommodation facilities and at the tourist lodgings of private citizens regularly registered in the provincial registry office and provided with a CIPAT identification code (the declaration must be made within 48 hours of the guest's arrival).

The data collected feed an organised database dedicated to tourist accommodation and are covered by statistical secrecy (art. 9 legislative decree no. 322/1989). The management of the platform, called ISTAT Alloggi, is carried out by ISPAT.

The system is aimed at citizens who have, in any capacity (ownership or rental, usufruct or management), flats or houses rented to tourists.

The system can also be used by tourist or estate agencies that manage accommodation identified with a CIPAT code.

The communication of the movement is made online by connecting to the "Login to the service" button and authenticating in the prescribed manner (CPS, CNS, SPID, eIDAS), selecting from the SERVICES MENU - ISTAT declaration.

Citizens who are not able to submit the online declaration may request the intermediation of their local tourism organisation (Azienda per il turismo or Consorzio pro loco) (see ISTAT contact list)

In addition, citizens who wish to send data in an automated way can consult the list of accredited software houses

Tourist or real estate agencies can access ISTAT accommodation by filling in the 'Template Agencies ind. Istat00139' which allows them to obtain a user and password. The form must indicate the CIPAT codes of the accommodations for which they declare arrivals and departures for ISTAT purposes.

Software houses wishing to activate the web service channel for the transfer of overnight stays directly from their clients' accommodation management system must fill out the Softwarehouse form in the Forms section.

Foreign citizens, resident in a foreign country not connected to the eIDAS node, can request a user and password from Istat Alloggi using the form "Modello Agenzie ind. Istat00139".

For certain special cases, specified below, it is necessary to obtain a user name and password from ISPAT.
