Description
Initiatives of particular institutional importance in the field of international development cooperation identified annually by the Provincial Council.
APPROVAL PROCESS
The approval process for projects relating to the initiatives planned by the Junta includes the following stages:
- The Provincial Council approves the outline of the public notice of co-designing (hereinafter notice), the relevant forms and defines, at the same time, the total amount of financial resources available.
- The implementing subjects submit the expression of interest to participate in the co-designing procedure, accompanied by a project idea;
- the evaluation team expresses an opinion on the project ideas received;
- the competent provincial structure, following the opinion of the evaluation team, prepares the measure of approval of the project ideas and of the subjects admitted to the co-design process, initiating the work of the co-design roundtable (hereinafter the roundtable);
- The work of the table concludes with the signing of the operational project by the subjects participating in the table;
- the competent provincial structure adopts the measure approving the operational project, identifies the implementing party(ies), defines the eligible expenditure and the amount of the contribution, as well as the outline of the convention by means of which each of the parties undertakes to maintain the reciprocal commitments
- in the event of unproductiveness of the table, the Provincial Council adopts a resolution of acknowledgement.
PUBLIC NOTICE OF CO-DESIGNING
The notice shall contain the following minimum elements
- the description of the planned initiative, the thematic and territorial areas of intervention, the objectives to be pursued through co-designing
- eligible subjects, participation requirements and grounds for exclusion, with particular regard to the rules on conflicts of interest;
- modalities and deadlines for the submission of the application for participation and related declarations and forms;
- the criteria for the selection of project ideas to be admitted to co-designing;
- the framework of available resources;
- the procedures for conducting and participating in the round table;
- the information referred to in Article 25 of Provincial Law no. 23/1992;
- any other element deemed appropriate in relation to the specific characteristics of the initiatives.
EVALUATION NUCLEUS
- The evaluation team provided for by article 14 bis of Provincial Law no. 4 of 15 March 2005, composed of three experts in the field of international cooperation with proven experience and competence appointed by the Provincial Council, expresses its opinion on the project ideas on the basis of the criteria established in the notice.
- The core group may participate in the meetings of the round table and make observations on the development of the projects.
Restrictions
ELIGIBLE EXPENSES AND PERCENTAGE OF FUNDING
- Taking into account the budget defined when the notice was approved, a contribution of up to 100% of the eligible expenses may be granted to the implementing parties, which is paid on the basis of the expenses actually incurred. Agreements may only provide for the reimbursement of expenses actually incurred and documented.
- During the co-design phase, the expenditure may be redetermined taking into account the purpose of the project, in relation to the extent of the provincial intervention and other resources, the concrete conditions of feasibility and the appropriateness of the planned expenses.
- All expenses incurred and documented that are necessary for the implementation of the actions and envisaged by the project are eligible. Expenditure not clearly identified (e.g. miscellaneous, contingencies) and expenditure not consistent with the project activities are not eligible.
- Any limits for specific types of expenditure are identified in the notice.
- Indirect costs are recognised to the maximum extent provided for in the notice, limited to the portion directly attributable to the activity of the financed project and subject to documented reporting.
- The provincial funding may not in any case exceed the deficit set out in the project's financial plan.
