Description
It is a contribution for the implementation of projects aimed at developing and maintaining sports talent that can reach high levels of performance through training.
The following expenses are eligible that are attributable to the implementation of the project and refer to the sporting season in which the activity that is the subject of the grant takes place and that ends in the year following the year in which the application is submitted
(a) purchase of materials and services supporting the initiative;
b) travel, board and lodging for athletes, coaches and technicians
(c) preparation and use of the space intended for the activity described in the project
d) athlete's medical, nutritional and motivational programme;
e) reimbursements and compensation to the following sports workers: coaches, instructors, athletic trainers, technical directors, sports managers;
(f) reimbursements and compensation to registered sports technicians;
(g) reimbursements to sports volunteers;
(h) acquisition of sports equipment;
(i) English courses (minimum 40 hours) with a sporting focus for athletes, up to a limit of EUR 200 per athlete if online and EUR 400 per athlete if in person. These limits are raised to 350 euros and 600 euros respectively for courses exceeding 80 hours;
j) remuneration for administrative collaborators, up to a limit of 20% of the previous items.
The contribution is granted to projects including up to a maximum of 15 athletes to the extent of 70% of the eligible expenditure and in any case within the limit of the deficit, the available resources and the maximum amount of €40,000. The contribution is however subject to the following further limits
a) 5,000 euros for each team sport athlete;
b) 10,000 euros for each team sports athlete with a disability;
c) 10,000 euros for each individual sports athlete;
d) 20,000 euro for each individual sports athlete with a disability.
The contribution is provided for in Article 16, paragraph 3 of Provincial Law No. 4 'Provincial Law on Sport 2016' of 21 April 2016.
Restrictions
Applications must be submitted between 1 and 30 November each year and relate to the sporting season ending in the year following the submission of the application.
SPORTING REQUIREMENTS
Athletes benefiting from the project must have achieved, individually or with their team, in the last validly concluded sports season, at least one of the results listed below, certified by the federation of affiliation
(a) call-up by the federation to the Italian national team with participation in at least one of the relevant competitions
b) first, second or third place at the European or World Championships or at the Olympic and Paralympic Games
c) first, second or third place at individual competitions held for the award of a category or overall Italian champion title;
d) playing in the top amateur formation that plays in championships of national importance;
e) convocation by the local body of the sports federation in the provincial/regional representative team with participation in at least one of the relevant competitions
f) first place in the provincial category phase with participation in the regional category phase;
g) first place in the regional category phase.
CUP
Invoices relating to the acquisition of goods and services subject to public incentives for productive activities, disbursed for any reason and in any form by a Public Administration, also through other public or private entities, or in any way traceable to them, must contain the unique project code (CUP), reported in the deed of concession or communicated at the time of the assignment of the incentive itself or at the time of the request for the same. This obligation is introduced in Article 5, paragraph 6 of Decree-Law No. 13 of 24 February 2023 - converted by Law No. 41 of 21 April 2023 and amended by Law No. 213 of 30 December 2023.
The operational indications concerning the application of the CUP are set out in Annex A to Provincial Council Resolution No. 728 of 23 May 2024.
On the basis of the available resources, established annually by the Provincial Council, all accepted applications are financed. In the event that the available resources are not sufficient to fully fund the admitted applications, a proportional redetermination of the contribution shall be made among all of them.
