How to apply for subsidies for the purchase of barriques and tonneaux for ageing wine to improve its quality

Description

The aid is intended for winegrowing enterprises for initiatives relating to the purchase of wooden containers for ageing wine (barriques and tonneaux) in order to improve quality.

Only one aid application may be submitted.

The aid intensity is 40 % of eligible expenditure. Aid will be granted as a capital grant.

The minimum amount of eligible expenditure for each application is EUR 30,000.00 excluding VAT. This amount must be complied with both when the grant is awarded and when the final payment is being processed.

The maximum amount of expenditure eligible for the grant for each application is Euro 80,000.00.

The maximum amount eligible for contribution per single barrique is Euro 750.00 while per single tonneau the maximum amount eligible is Euro 1,200.00.

With regard to large enterprises, the aid must be limited to the minimum in order to make the project sufficiently profitable ("net excess cost"). In particular, the amount of aid corresponds to the net extra costs of implementing the investment, compared to the counterfactual scenario without aid.

The following costs are not considered eligible

  1. VAT;
  2. working capital;
  3. the purchase of second-hand equipment;
  4. leasing investments;
  5. ancillary costs (such as interest payable, bank or postal charges for transfers and Riba).

Restrictions

Applications must be submitted by 10 November 2021.

The granting of the contribution entails the obligation for the beneficiary to respect the use of the movable property for at least 3 years pursuant to Article 6 of Provincial Law 4/03. The term starts from the date of the application for final payment of the grant.

In the event of alienation of the asset before the expiry of the terms referred to in the preceding paragraphs, the beneficiaries shall be required, except for force majeure, to repay the granted contribution in proportion to the residual duration of the current period.

The residual duration is calculated from the date of ascertainment of the circumstances giving rise to the revocation of the subsidy until the end of the respective period. The corresponding amount is to be repaid plus interest at the statutory rate.

The grantee of the grants shall in any case allow the staff in charge of monitoring the application of the applicable rules free access to the facilities and documentation pertaining to the subject matter of the grant awarded.

Checks on compliance with the obligations imposed on applicants under Article 6 of Provincial Law no. 4/2003 are carried out on a sample equal to 5% of the interventions subject to constraints, in accordance with the provincial regulations in force. The control on the substitutive declarations of certification and affidavit will be carried out on a sample of at least 5% of the files, according to the provisions of the provincial regulations in force on the matter.

Who it's for

Small, medium and large enterprises engaged in primary agricultural production and operating in the wine-growing sector are eligible for aid under this measure. These undertakings are indicated in Article 2(1)(d), (e) of Provincial Law 4/2003:

  • agricultural cooperatives and cooperatives for the collection, processing and marketing of agricultural products and their consortia, which are listed in the register of cooperatives of the Province of Trento referred to in Regional Law no. 7 of 29 January 1954 (Vigilance on cooperatives), and agricultural associations however named, provided they are legally constituted
  • farmers' associations recognised under the relevant legislation in force.

and which

  • have an operational headquarters in the Province of Trento
  • are in possession of a farm file in the Province of Trento and validated in the year in which the application is submitted; if they do not have one , it must be set up with a CAA;
  • are not companies in difficulty as defined in Chapter 2.4, paragraph (35), point 15 of the European Union Guidelines for State Aid;
  • do not have an outstanding recovery order following a Commission decision declaring the aid unlawful and incompatible with the internal market.

The application may be submitted by the legal representative of the company,( a consultant may be used to enter the application in SRTrentoonly ).

To submit an application, you must

  • have a digital signature;
  • whoever enters the application (the legal representative of the company or the appointed consultant), must be accredited to the portal as specified on this page

What you need

Documents to be submitted

  • a simple copy of the duly signed minute or extract thereof in which the competent statutory body approves the initiative;
  • technicalreport which must contain the following elements
  1. overall description of the enterprise
  2. the purpose of the purchase of the wine-making equipment to be financed, the location of the premises where the barriques and/or tonneaux will be placed, the company's grape production, the varieties cultivated and the overall storage capacity; indicate the data relating to the characteristics of the grapes and wine for the awarding of points for the drawing up of the merit list
  • a detailed estimate of the expenditure to be incurred.

The legal representative must indicate on the grant application the dedicated (not necessarily exclusive) current account used for payments of expenses relating to the financed project.

The preliminary examination of the applications is assigned to the competent Service for agriculture, which is responsible for drawing up the technical-administrative preliminary report. Subsequently, the report is approved by means of a Determination of the Manager in which are specified, among other things: the beneficiary, the admitted expenditure, the percentage of contribution, the amount of the same and the terms for the execution of the initiatives.

The preliminary examination of the applications concludes with the adoption of a measure granting the contribution by the manager of the department responsible for agriculture within 60 days starting from the day after the deadline for submitting applications. During the same procedure a priority ranking will be drawn up according to the established criteria.

The applications in the ranking list will be financed in order of priority on the basis of the available resources.

In the case of applications included in the ranking list but not eligible for funding due to lack of resources, the applicant will be notified of their ineligibility for funding.

In the case of applications lacking the required documentation or lacking the requisites, a rejection measure will be adopted.

Reporting must be done by 31 December 2022.

The above-mentioned deadline may be extended in the event of a reasoned request by the beneficiary, for reasons not attributable to him, submitted before the deadline.

The final payment of the grant will be made after submitting a specific application through the computerised procedures of the portal https://srt.infotn.it/, digitally signed by the applicant. The application shall contain the list of invoices and the relevant allocation of eligible expenses, net of VAT and other ineligible expenses.

In addition, some clarifications are given below:

Invoices or equivalent probative documents not in the name of the beneficiary are not allowed;

  • Invoices or equivalent supporting documents must bear the Unique Project Code (Cup), assigned by the competent Structure when the initiative was approved;
  • Each invoice must be accompanied by a document proving the payment made by bank transfer or Riba, indicating the reason for the transaction and the Cup. In the event that the payment is made through home banking, the document to be attached must be that relating to the transaction made and must indicate the reason for the transaction and the Cup; for this payment method, a copy of the bank statement must be attached;
  • During the final assessment, the grant will be proportionally recalculated in the event that the reported expenditure is lower than the eligible expenditure.
