Grants for sports facilities included in the Olympic Works Plan (application)

Information, instructions, regulations and forms for submitting an application for a grant to equip the sports facilities in the Province of Trento, included in the Overall Plan for Olympic Works approved by the Prime Ministerial Decree of 8 September 2023, with sports facilities or equipment to enable non-competitive ice sports to be practised throughout the year, as per Article 4 sexies of Provincial Law no. 8 of 18 May 2021. Deadline: Monday 30 September 2024.

Description

This grant is aimed at equipping the sports facilities in the Province of Trento, included in the Comprehensive Plan of Olympic Works approved by the Decree of the President of the Council of Ministers of 8 September 2023, with facilities and/or sports equipment that allow non-competitive sports practice on ice throughout the year.

Expenditure on sports equipment is allowed only if strictly necessary for the operation of the facility being subsidised.

The amount of the contribution - provided for by article 4 sexies of the provincial law 18 May 2021, no. 8 ""Extraordinary measures for the organisation of the twenty-fifth Winter Olympic Games and the fourteenth Winter Paralympic Games 2026" - is equal to 90% of the eligible expenditure and in any case within the maximum limit of 200,000 euros for each application submitted.

Technical expenses including social security contributions and contingencies are recognised up to a maximum of 10% respectively.

The minimum expenditure is set at EUR 80,000.

The contribution is granted in compliance with Commission Regulation (EU) No 2831/2023 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

The implementing criteria governing the granting of the contribution are set out in Provincial Council Resolution No 1409 of 6 September 2024.

Restrictions

The contribution is granted in accordance with Commission Regulation (EU) No 2831/2023 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

CUP
As from 1 June 2023, invoices relating to the acquisition of goods and services that are the subject of public incentives for productive activities, disbursed for any reason and in any form by a Public Administration, including through other public or private entities, or in any way traceable to them, must contain the unique project code (CUP), indicated in the deed of concession or communicated at the time the incentive itself is awarded or at the time of the request for the same. This obligation is introduced in Article 5, paragraph 6 of Decree-Law No. 13 of 24 February 2023 - converted by Law No. 41 of 21 April 2023 and amended by Law No. 213 of 30 December 2023. The operational guidelines concerning the application of the CUP are set out in Annex A to Provincial Council Resolution No. 728 of 23 May 2024.

Who it's for

Managing bodies of the sports facilities that are the subject of the grant application.

Sports associations and clubs that are regular users of the facility that is the subject of the grant application and that are registered in the National Register of Amateur Sports Activities.

The application must be signed by the legal representative of the organisation/body.

What to do

The application must be submitted on the fillable form provided by the administration. It can be sent in PDF or JPG format to the certified mailbox serv.turismo@pec.provincia.tn.it, or delivered by hand to the Sports Activities Office.

Special cases

In the case of the presentation of more than one application for the same facility, the one that guarantees the greatest number of hours of free use of the facilities and/or sports equipment that are the object of the contribution for the approach to the disciplines of ice sports by primary and secondary school boys and girls will be admitted.

Proceedings regarding applications that cannot be financed due to the exhaustion of resources are concluded with a decision of non-acceptance.

Documents to be submitted

1. Application completed in full, dated and signed.

2. Technical-descriptive report signed by a qualified technician, containing

  • the reasons for the intervention in relation to the specific usability and approach to ice disciplines
  • the description of the intervention, highlighting the elements that characterise its quality and suitability
  • the references of compliance with the safety regulations in force and the technical characteristics required by the sporting regulations in force;
  • the list of authorisations obtained and a declaration that no further authorisations are necessary and that the project produced has also incorporated any requirements indicated in the authorisations
  • compliance with the obligations set forth in the implementation criteria of Resolution No. 1409 of 6 September 2024;
  • the way in which the intervention subject to the grant will be integrated with existing installations.

3. Economic estimate of the works. The presumed cost is carried out by applying to the quantities of the planned works the corresponding parametric prices or standardised costs, elaborated by public entities or deduced from reliable sources. Alternatively, parametric costs deducted from similar works or from market surveys consisting of two or more estimates may be used.

4. Project economic framework.

5. Time schedule of the interventions.

6. Graphic drawings of the current, project and comparative state, on an appropriate scale.

7. Photographic documentation of the current state.

8. Opinion of the reference federation and CONI.

9. Copy of the decision of the competent body of the Municipality authorising the works on structures or areas owned by the Municipality or of which the Municipality has the availability or enjoyment for a period of no less than the duration of the constraint of use of no less than 5 years and any similar authorisation of the owner of the area or building on which the work is to be carried out if different from the Municipality.

10. Extract of the minutes of the minutes of the Board of Directors of the applicant body approving the project and the relative financial plan and granting the availability of the free use of the sports facilities or equipment for the introduction to the sport of reference to primary and secondary school boys and girls (primary and secondary).

11. Anti-mafia self-certification pursuant to Article 88 paragraph 4-bis and Article 89 of Legislative Decree no. 159 of 6 September 2011, where necessary.

12. Information pursuant to Articles 13 and 14 of EU Regulation No 679 of 2016, dated and signed.

13. Photocopy of an identity document of the applicant, if the application is signed with a handwritten signature and not in the presence of the employee in charge.

Maximum no. of waiting days

The 60-day period for the conclusion of the procedure starts the day after the deadline for submitting applications. If additional documentation is requested, the deadline for the procedure remains suspended until it is received.The planned activities must be implemented and reported on according to the timetable attached to the application.
