Contributions to implement initiatives aimed at coping with exceptional events, situations of danger or great need of the populations of countries included in the Development Assistance Committee (DAC) list

Description

Contributions may be requested to finance emergency interventions to address situations of danger or great need of local populations resulting from natural disasters, conflicts, epidemics or other situations due to exceptional causes. These interventions must be implemented in countries included in the Development Assistance Committee (DAC) list drawn up by the Organisation for Economic Cooperation and Development (OECD-OECD).

Expenditure necessary for the implementation of the project is eligible, subject to the following limitations

  • expenditure for the deployment of expatriate staff, only if they have professional capacities used in the implementation of actions to support and strengthen local capacities, envisaged by the project;
  • expenditure for the remuneration of expatriate development workers with a continuous stay of less than 60 days, only if they have professional skills that are difficult to find locally
  • expenditure for the purchase of materials, equipment or services necessary for the implementation of the project, only if carried out in the target country of the intervention and only in the presence of adequate justification if carried out in different countries.

Expenditure on contingencies, overheads, expenditure on awareness-raising activities and expenditure on feasibility studies are not eligible. Any enhancements do not count towards the eligible expenditure.

The provincial contribution is determined up to a maximum of 90% of the eligible expenditure. A maximum contribution of Euro 80,000.00 is envisaged for each individual intervention.

Restrictions

The application must be submitted before the start of the activities for which the grant is requested. If the emergency situation is attributable to a specific event (e.g. earthquake, cyclone, flood) the application may only be submitted within 6 months from the date on which the event occurred, under penalty of ineligibility.

Each voluntary international cooperationorganisation may submit only one application per year as lead partner .

Who it's for

Applicants may apply if they meet the following requirements

  • They must be Third Sector entities carrying out ongoing activities related to development cooperation issues. To this end, the Articles of Association must
    • explicitly mention international cooperation (or similar expressions, such as international solidarity) among the organisation's aims and as its field of operation among its activities of general interest
    • provide for the presence of volunteers
    • exclude remuneration for social offices;
  • have its registered office, tax domicile and place of business in the province of Trento;
  • meet the requirement of being operational, attested by having carried out in the province, in the 12 months preceding the submission of the application for a grant, at least two initiatives to raise awareness/information on international cooperation issues open to the public (evenings, debates, screenings, exhibitions, etc., also using remote technological means) and one fundraising initiative; due to the limitations imposed by the Covid-19 pandemic, the period from 1 January 2020 to 30 June 2021 will not be taken into account for the calculation of the 12 months necessary for the requirement of being operational
  • to be the lead partner, for the implementation of the project, of a network of public or private entities, excluding natural persons, which must necessarily include at least one partner established and rooted in the country where the project is implemented.

The lead partner is responsible for the proper use of the funds and for achieving the results envisaged in the project.

The application must be submitted using the form provided and sent from a certified electronic mail (PEC) or non-certified mailbox to the PEC certified e-mail address ufficio.partenariati@pec.provincia.tn.it.

Documents to be submitted

The grant application shall be accompanied by the following documents

  • Declaration in lieu of affidavit for the purpose of application/non-application of the 4% withholding tax;
  • Report certifying the fulfilment of the subjective requirement of operativeness
  • Copy of the articles of association and memorandum of association of the proposing entity, if not already in the possession of the provincial administration or other public administration
  • Copy of the latest approved budget and related approval document, if not already in the possession of the provincial administration or other public administration;
  • Project proposal. The project proposal contains information useful for its evaluation (proposing body and partner subjects, motivation, objectives, activities, project beneficiaries, etc.), clearly highlights and documents - also through photographic/video material, where relevant - the state of emergency;
  • Chronoprogramme of the activities foreseen in the project proposal, with a maximum duration of 12 months;
  • Financial Plan. The financial plan is broken down by macro-items of expenditure. For revenue items, it must show the availability of resources from sources other than the provincial budget, for an amount of at least 10% of the expenditure shown.
  • Copy of a single Partnership Agreement signed with the local partner(s) for the implementation of the project, clearly showing the sharing of objectives, the active role of each and the assumption of their respective commitments and responsibilities with respect to the implementation of the planned activities;
  • Drawing and estimated metric calculation, in the case of construction or renovation works. For works of a value of less than Euro 20,000.00, the metric computation may be replaced by an estimate of the materials required and relative costs;
  • Privacy policy signed for acknowledgement.

Timeframes and deadlines

Maximum no. of waiting days

The 30 days run from receipt of the application.

After the grant has been awarded, up to 90% of the grant is paid in advance.

Variations to the project are allowed during the implementation of the intervention, provided that the purposes and the type of beneficiaries are left unchanged and no increase in the grant awarded is envisaged. A reasoned written request must be submitted and the project variation, if positively evaluated, is authorised by the Director of the competent provincial structure.

The deadline for the submission of the final accounts may be extended in one or more instalments for a maximum of 12 months, following a reasoned request for extension authorised, if positively evaluated, by the Director of the competent provincial structure.

For the purposes of settling the balance it is necessary to submit an application for settlement of the balance, complete with the following documents

  1. Final illustrative report, including photographic and/or video documentation of the intervention performed;
  2. Statement of income and expenditure;
  3. To justify the income earned and the expenses incurred, the grantee shall alternatively submit

OPTION A

Declaration in lieu of affidavit certifying

  • the regular implementation of the operation
  • the total amount of expenses incurred and revenues earned;
  • that the grantee is in possession of the documentation (in copy or original) proving the expenses incurred and revenues earned (as declared in the final grant statement) with an indication of the place where such documentation is kept. The documentation must be kept by the association receiving the grant for at least 5 years from the date of the last payment made by the Provincial Administration for any checks.

OPTION B

Documentary evidence ofincome earned and expenditure incurred, together with the respective detailed lists of expenditure and income documents. The expenditure documentation may be in the name of the lead partner and the local partner(s). The same must be receipted and produced in original (or copy certified on site by the competent authority). In any case, documentation proving the expenses incurred, produced in simple copy and accompanied by a declaration signed by the legal representative of the organisation receiving the contribution, certifying that the originals must remain, for tax purposes, in the country where the intervention was carried out and indicating where they may be found for possible controls, shall be considered valid.

For the purposes of tracing resources, a copy of the bank transfer abroad of an amount at least equal to the expenses covered by the provincial grant incurred outside Italy is also required.

During the reporting phase, offsets between the macro-items of expenditure envisaged in the project are accepted up to a maximum limit of 20% of the budgeted expenditure for each individual macro-item. Any offsets greater than the indicated percentage are considered project variations and must therefore be requested prior to their implementation.
