Grants for initiatives of particular relevance to Trentino

The criteria and procedures for the granting of these contributions are set out in Provincial Council Resolution No. 711/2024.

The object of provincial support are conventions, conferences, seminars, celebrations, exhibitions, various reviews on aspects and themes of major interest to the community, which directly involve the life and development prospects of our society, while at the same time providing a positive image of Trentino as a land which is attentive and sensitive to problems of major relevance, interest and topicality for the provincial, national and European community.

Proposals which are eligible for other specific grants for the same initiative under sectoral laws of the Autonomous Province of Trento are not eligible for funding, given the residual and transversal nature of the support measure. In this case, requests for contributions must be addressed to the relevant structures, in accordance with the methods and procedures identified by them. Any contributions granted shall be charged to the funds provided for by the sectoral laws themselves.

- Initiatives that present the body as an object of desire and possession, or that give a commodified image of it that is disrespectful of personal integrity, cannot be funded.

Applications may be submitted by

(a) public and private entities;

b) companies registered in the commercial register.

For businesses, European regulations on public aid apply (under the General Block Exemption Regulation where possible and otherwisede minimisaid regulation). The grant to businesses for events of a predominantly cultural nature as opposed to the commercial nature of the initiative is financed pursuant to Article 53 of Reg. 651/2014/EU; if the cultural nature of the event is not respected, the grant may be granted pursuant to EU Reg. 2023/2831 on "de minimis" aid.

Applications may be submitted in the following ways

(a) by telematic means to the certified electronic mail (PEC) box of the competent structure, in accordance with the rules for telematic submissions (Resolution of the Provincial Council no. 2051/20)

(b) by registered mail with acknowledgement of receipt; the date of the postmark of the accepting post office shall be considered the date of admission

c) direct delivery to the competent provincial structure or to the assistance and public information desks of the Province; the date of arrival at the competent structure (and subsequent registration) shall be considered the date of admission.

Initiatives and events involving the serving of drinks and food must comply with the provisions of Provincial Council Resolutions No. 2089/2021 and No. 927/2022, which establish mandatory measures for the reduction of plastics and disposable products in public purchasing, catering and events.

In particular, the organisers of events financed by the provincial administration must observe the following provisions

• ban on serving bottled water (Action A1 of the Trentino Eco-Events label)
• the elimination of disposable plates, glasses and cutlery (Action A3);
• the ban on serving food and drinks in single-serving packages (Action A4);
• give preference, if present and available, to restaurants in possession of the "Eco-restaurant Trentino" label in the case of contracting catering services to third parties (Action H11).

Reporting forms (to be filled in only for beneficiaries of a grant)

Application for a grant for events and initiatives of special provincial importance pursuant to Article 4 of Provincial Law 19/1987, acknowledging compliance with the Autonomous Province of Trento's anti-corruption policy, accompanied by the following documents

• programme and detailed report of the initiative in which clear and detailed reasons are given for the organisational choices made, the costs set out in the financing plan, so as to be a valid supporting element for understanding the project and its value
• financing plan with a budget of expenses and income broken down according to pre-defined items;
• declaration for the purpose of applying the 4% withholding tax on contributions;
• information notice pursuant to Articles 13 and 14 of EU Regulation no. 679/2016;
• declaration in lieu of affidavit "de minimis" aid (for companies only);
• a copy of the articles of association and memorandum of association of the applicant, if any, or similar instrument, showing the consistency of the activity with the request for funding.

For applicants such as public and private entities

• an illustrative report on the activity carried out in the previous two years, if already established, which shows in particular the ethical commitment of the body or, in the case of newly established bodies, similar instruments referring to the action programme for the following two years;

For companies:

• illustrative report on the activity carried out in the previous two-year period and on the management policy on transparency, prevention of corruption, legality, sustainability of governance and social issues (e.g. code of conduct, model 231, risk control, report) or, in the case of newly established companies, the action programme for the following two-year period.

Applications for contributions under Article 4 of Provincial Law 19/87 must be submitted to the Language Minorities and External Relations Service of the Province within the following deadlines:

- from 1 July to 30 November of the previous year for initiatives to be carried out from 1 January to 31 July of the following year

- from 1 December to 30 June of the current year for initiatives to be carried out from 1 August to 31 December of the same year.

Applications received after the above deadlines will not be accepted.

Applications for grants for initiatives to be carried out between the first and second funding periods must be submitted by the deadline of 30 November of the previous year and will be funded from the activities of the first period.
