What is funded

It is possible to obtain a grant for investment initiatives relating to:

  • wood biomass plants for production processes (sub-measure C1);
  • district heating systems (sub-measure C2);
  • high-efficiency cogeneration plants for production processes (sub-measure C3);
  • extensive refurbishment of building envelopes – non-accommodation sector facilities (sub-measure C4);
  • extensive refurbishment of the building envelope – accommodation sector facilities (sub-measure C5);
  • biogas cogeneration plants (sub-measure C6);
  • renewable hydrogen plants (sub-measure C7);
  • photovoltaic systems (sub-measure C8);
  • investments in environmental protection (sub-measure C9);
  • improvements to the energy efficiency of production processes (sub-measure C10).

Investment projects must commence after the date of application submission, with the exception of projects relating to wood-based biomass plants for production processes, high-efficiency cogeneration plants for production processes, biogas cogeneration plants, renewable hydrogen plants and photovoltaic systems. In such cases, work on the project may commence prior to the date of application submission; however, expenditure must still be incurred after the date of application submission.

Applications are assessed through an evaluation procedure.

The incentive is granted under an exemption scheme pursuant to Commission Regulation (EU) No 651/2014 of 17 June 2014.

Applications involving expenditure in excess of 10 million euros are not eligible for support.

Please note! 

  • For applications with eligible expenditure exceeding 2.5 million euros, the incentive is reduced as set out in point 9, paragraph 2, of the specific environmental provisions.
  • Small-scale investment projects relating to biomass boilers, high-efficiency cogeneration units and photovoltaic systems may be eligible for supportunder the annual ‘Crescita Trentino’ aid scheme – Provincial Law 6/2023 – provided they fall within the permitted limits and conditions.
       

Restrictions

Specific obligations are set out in the general provisions applicable to all projects and in the specific environmental provisions relating to individual projects.

These include the following obligations:

  • to complete the project;
  • to ensure the operational unit remains within the province and that the assets benefiting from the scheme are not diverted from their intended purpose;
  • employment-related obligations;
  • economic and financial obligations.

Investment projects with eligible expenditure exceeding 1 million euros are also subject, for the purposes of granting the incentive, to the signing of an agreement between the Province and the company applying for the incentive. The agreement may include further obligations and conditions. 

   

Reporting

Initiatives eligible for the incentive must be completed by 31 December of the third year following the year in which the incentive was granted.

A report on the expenditure incurred for which the incentive was claimed must be submitted within one year of the initiative’s completion dateas specified in the grant decision.

Extensions to the deadlines for completion of the initiative and/or reporting of expenditure may be granted subject to the submission of a reasoned application to the assessing body.
   

Who it's for

Small, medium-sized and large enterprises that meet the requirements and conditions set out in the specific provisions of the individual ‘Crescita+Trentino’ schemes or in the general provisions common to all schemes.

The eligibility requirements and conditions also include:

  • being up to date with social security and welfare contributions, as evidenced by a valid DURC certificate on the relevant authorities’ portal;
  • adopting, in relation to their employees, one of the contracts identified by the Provincial Executive in Resolution No. 1758 of 31 October 2024, as amended and supplemented;
  • the taking out of insurance policies to cover damages as provided for in Article 1, paragraph 101, of Law No. 213 of 30 December 2023.

What to do

Each business may submit one application for a grant per year, from 1 January to 31 December, for each individual investment initiative (sub-measure).

The application must be submitted – by the owner/legal representative or their authorised representative - to the assessing body – the Provincial Agency for the Promotion of Economic Activities (APIAE) – via certified email (PEC) to the address: apiae.incentivi@pec.provincia.tn.it.

Each application must relate to a single initiative and a single operational unit.

The application for the incentive must be accompanied by specific documents relating to the investment initiative for which the incentive is being sought, the amount of expenditure and the types of expenditure.

The following must be attached to the expenditure report :

  • a summary list of eligible expenditure incurred;
  • specific technical documentation for each type of initiative
  • in the case of the purchase of a property and land, the duly registered deed of transfer of ownership, as well as any valuation reports where required.

Timeframes and deadlines

  • Preliminary assessment: the preliminary assessment process begins on the day following the date on which the application is submitted.
    The grant decision is adopted within 90 days from the day following the date on which the application is submitted to the investigating body and, for the sub-measure on investments for environmental protection (C9), following the issuance of a binding opinion by A.P.P.A.
    For investments subject to the signing of an Agreement with the Province, the grant decision is adopted within 60 days from the date of signing the Agreement.
  • Payment: the grant is paid by the assessing body following the submission of a statement of expenditure incurred by the enterprise applying for the grant and receipt of a declaration certifying compliance with any expired obligations and conditions to which the enterprise is subject.
