Conversion of licences issued by non-EU States

The holder of a valid driving licence issued by a non-EU Member State with which there is a specific international agreement and who has acquired registered residence in Italy may request conversion of the licence without taking the test.

It is possible to request the conversion into an Italian driving licence of driving licences issued by the following non-EU States

• Macedonia
• Morocco

• Switzerland

• Ukraine

Driving licence conversion is possible without any further tests or examinations if:

• it is still valid (i.e. has not expired) and was obtained before acquiring residency in Italy
• it is requested within a certain period after acquiring residence in Italy, which varies according to the State that issued the licence on the basis of the specific conversion agreement stipulated with Italy, as specified in the table for the conversion of licences issued by non-EU States

Before submitting your application, you must undergo a medical examination to ascertain your psycho-physical fitness to drive. The examination must be carried out by a doctor authorised to carry out examinations for driving licences (see list of authorised doctors); in the Province of Trento, the examination can be carried out at the Provincial Agency for Health Services (APSS), booking an appointment by contacting the CUP.

Non-EU citizens who meet the following requirements

• Holders of a driving licence obtained in a non-EU country with which Italy has concluded a conversion agreement;
• resident anagrafically in Italy.

To submit an application, it is necessary to download and fill out the forms provided (Model TT2112 and Dichiarazione sostitutiva per conversione patente), attach the documentation listed in the 'Documentation to be submitted' section, and deliver it to the offices of the Civil Motor Vehicle Authority. Before going to the offices, it is necessary to make an appointment by selecting the'CONVERSIONI PATENTI' (licence conversions) service.

The PagoPA Tariff code for driving licence applications is:

• T003 "Conversion of foreign driving licence non-EU country" (AMBITO TRENTO)

Signatures on translations and declarations of authenticity issued by a foreign diplomatic or consular representation based in Italy must be legalised at the Prefecture or Government Commissioner's Office, unless there are special exemptions.

At the appointment at the counter you must bring:

• completed"TT 2112 " form (downloadable from the "Forms" section of this page);
• completed form"Dichiarazione sostitutiva per conversione patente" (downloadable from the "Forms" section of this page);
• computerised medical certificate with photograph, issued by a doctor authorised to conduct examinations for driving licences and photocopy thereof;
• originalforeign driving licence and two photocopies;
• a recent passport-sizephotograph on a white background and bareheaded on non-thermal paper signed on the back;
• valididentity document;
• for non-EU citizens, a valid original residence permit or, if expired, a renewal receipt;
• if the application is not submitted by the person concerned, a proxy on plain paper and valid identity documents, either original or photocopied, of the delegating party and the delegate;
• receipt of payment of the tax made through PagoPA (code T003 "Conversion of foreign driving licence non-EU country" (AMBITO TRENTO)" );
• depending on the State that issued the licence on the basis of the specific conversion agreement stipulated with Italy, it is necessary to submit particular documentation indicated in the table for the conversion of licences issued by non-EU states.
• privacy policy signed by the interested party

Attention: pending settlement of the conversion application, a provisional driving licence will not be issued.
