Conversion of driving licences issued by non-EU countries

Holders of a valid driving licence issued by a non-EU country with which Italy has a specific international agreement, and who have established their registered residence in Italy, may apply to have their licence converted without having to sit a test. 

It is possible to apply for the conversion of a driving licence issued by the followingnon-EU countries into an Italian driving licence:

• Andorra
• Argentina
• Bosnia and Herzegovina
• Brazil
• Philippines
• Japan
• Israel
• Kosovo
• Lebanon
• Macedonia (the Republic of North Macedonia is not convertible)
• Morocco
• Moldova
• Principality of Monaco
• United Kingdom
• Republic of Korea
• Republic of San Marino
• Serbia
• Sri Lanka
• Switzerland
• Taiwan
• Tunisia
• Turkey
• Ukraine

You can convert your driving licencewithouthaving to take any further tests or examinations if:

• the driving licence isvalid(i.e. has not expired) and wasobtained before taking up residence in Italy;
• the application for conversion is submittedwithin a specified period of acquiring residence in Italy, which varies depending on the country that issued the licence, based on the specific conversion agreement entered into with Italy, as set out inthe table for the conversion of driving licences issued by non-EU countries

Before submitting your application, you must undergo amedical examinationto assess whether you meet the psychological and physical requirements for driving. The examination must be carried out by a doctor authorised to conduct driving licence medical examinations (seethe list of authorised doctors); in the Province of Trento, the examination can be carried out at the Provincial Health Services Agency (APSS) by booking an appointment through theCentral Booking Service (CUP).

Non-EU nationals who meet the following criteria:

• holders of a driving licence obtained in a non-EU country with which Italy has concluded a conversion agreement;
• persons registered as resident in Italy.

To submit an application, you mustdownload and complete the relevant forms(Form TT2112 and Substitute Declaration for driving licence conversion), attach the documentslisted in the ‘Documents to be submitted’ section and hand them in at the offices of the Motorizzazione Civile. Before visiting the offices, you must book an appointment by selecting the‘DRIVING LICENCE CONVERSIONS’ service:book an appointment.

The PagoPA fee code for an application to obtain a driving licence is:

• T003 “Conversion of a driving licence from a non-EU country” (TRENTO AREA);

NB: Before proceeding with payment, please check that you have selected the TRENTO AREA and not NATIONAL.

Signatures appearing on translations and declarations of authenticity issued by a foreign diplomatic or consular mission based in Italy must be legalised at the Prefecture or Government Commissariat, unless specific exemptions apply.

When you attend your appointment at the counter, you must bring:

• thecompleted‘TT 2112’ form(available for download in the ‘Forms’ section of this page);
• acompleted“Substitute declaration for driving licence conversion” form(available for download in the “Forms” section of this page);
• a digital medical certificatewith a photograph, issued by a doctor authorised to carry out medical examinations for driving licences, and a photocopy thereof;
• theoriginalforeign driving licenceand two photocopies;
• arecent passport-sizedphotographon a white background, with the head uncovered, on non-thermal paper, signed on the reverse;
• avalididentity document;
• for non-EU citizens,theoriginal and validresidence permitor, if expired, a renewal receipt;
• if the application is not submitted by the applicant themselves,a letter of authorisationon plain paper and valid identity documents, either originals or photocopies, of both the person granting the authorisation and the person acting on their behalf;
• receipt of paymentof the fee made via PagoPA (codeT003‘Conversion of a foreign driving licence from a non-EU country’ (TRENTO AREA));
• depending on the country that issued the licence, based on the specific conversion agreement entered into with Italy, it is necessary to submitthe specific documentationindicated inthe table for the conversion of licences issued by non-EU countries.

Please note: whilst the conversion application is being processed, no provisional driving licence will be issued.
