Contributions for passive defence in agriculture and aquaculture

The aid is intended to cover the costs incurred for the payment of insurance premiums for policies taken out to mitigate the damage to agricultural production and livestock caused by natural disasters or adverse climatic events which can be assimilated to natural disasters, animal or plant diseases or pest infestations not included in the National Insurance Plan.

SUBMISSION OF COMMUNICATION INITIATIVES:

by 31 December of the previous year in which the policies are taken out.

SUBMISSION OF APPLICATION:

by 31 July of the year in which the policies are taken out.

For the year 2025 only, the deadline is extended to 31 August 2025.

Eligible for aid are SMEs (small and medium-sized enterprises) active in the primary production of agricultural products and active in the production, processing and marketing of fishery products that hold a business file set up with the Autonomous Province of Trento's Paying Agency (APPAG) validated at least once in the calendar year and in any case before the application is submitted.

Applications for aid may be submitted by defence consortia, cooperatives and consortia thereof (recognised pursuant to Legislative Decree 102/2004 and in accordance with the procedures laid down by the Provincial Council) that take out collective policies for their members and by individual producers.

The plots of individual crops and the insured structures must correspond to the graphic cultivation plan of the farm file. The insured herds must find correspondence in the zootechnical register and in the farm file where provided for.

The application must be submitted using the relevant form below by sending it to the competent agricultural service by certified mail to serv.agricoltura@pec.provincia.tn.it or by hand delivery to the same service.

The following documents must be attached to the grant application

1. for interventions carried out by association bodies

• copy of the stipulated policy contracts
• analytical list of expenses broken down by type of policy;
• detailed summary list, also in computerised form, showing, for each insured company, the following data

a) personal details (company name, CUAA, address, pec address, name and surname of the legal representative, municipality of birth and date of birth)

b) policy number, insurance company and policy inception;

(c) cost of insurance premiums written per policy

d) total cost of insurance premiums underwritten;

2. for operations carried out by individual farmers

• copy of the policy contract taken out indicating the cost of the insurance premium
• declaration in lieu of affidavit signed by the legal representative of the farm in relation to the category of income (agrarian or business) held by the beneficiary, for the purposes of the possible application of the withholding tax provided for by Article 28, paragraph 2, of Presidential Decree no. 600 of 29 September 1973.

The competent agricultural department will examine the applications and prepare a ranking of them in accordance with the following priority criteria

• expenses for damage to livestock and aquaculture stocks
• expenses for damage to agricultural products not included in the National Insurance Plan;
• expenses for damage to production facilities, production structures and anti-hail and anti-rain facilities.

In case the financial resources are not sufficient to finance all the applications relating to the same priority level, the due contributions of the same level will be reduced proportionally.
