This is an incentive measure aimed at revitalising built-up areas that are at risk of abandonment, as identified by the Provincial Council.
It supports natural persons who rehabilitate buildings that they enjoy, or will enjoy within six months from the date of submission of the application, of a right in rem (ownership or other tenanted right in rem), and use them as the applicant's main dwelling or for rental at a moderate rent for at least ten years from the end of the works being subsidised.
Eligible initiatives concern building renovation works on housing units intended as main dwelling (of the applicant or of the tenant on a moderate rent); other building renovation works on the external parts of the same building to which the housing unit is to be renovated may be added at the same time. It also supports the purchase of the housing unit undergoing renovation or redevelopment after 29 April 2025 and occurring within six months of the submission of the application for assistance.
The measure envisaged for building renovation work on the property is equal to:
- 40% of the maximum eligible expenditure of €200,000 and a minimum of €10,000 if the building unit is part of historic settlements or scattered historic settlements
- 35% of the maximum eligible expenditure of €200,000 and a minimum of €10,000 in all other cases
In the case of the purchase of the housing unit undergoing renovation or redevelopment, the contribution is increased by a share equal to 20% of the contractual amount, net of tax charges and up to a maximum of €20,000.
The initiative cannot be combined with other contributions for the same expenses, in compliance with the provisions on the cumulability of financing at EU level.
Applicants will have to identify the expenses related to the intervention by dividing them between internal and external, in compliance with the types of works better described in the criteria. By way of non-exhaustive example, eligible expenses on interiors (max. 125,000 euro) are: floors, walls, internal doors and windows, plumbing, heating systems (excluding photovoltaic panels), electrical systems, non-common internal staircases; those on exteriors (intervention on the entire building or on visible facades) are: roof, masonry, valuable elements, stairs, balconies, paving, fencing.
Technical expenses are also eligible, up to a limit of 10 per cent of the eligible expenditure for each category (interior and exterior).
Expenditure invoiced from the date of approval of the criteria is eligible.
A single application may be made for each building unit that includes all the housing units that are the subject of the grant.
In the case of more than one housing unit, a maximum of THREE housing units are eligible per building unit, which may also be submitted by a single applicant.
Applications will be assessed in chronological order of arrival. Priority will be given to properties in historic settlements, those intended as first homes, and applicants under 45 years of age on the date of application.

Pursuant to and for the purposes of Article 25 of Provincial Law No 23 of 30 November 1992, notice is hereby given of the commencement of the procedure for the granting and liquidation of the Contribution for the revitalisation of geographical areas at risk of abandonment, Article 24 quinquies l.p. 3/2006 and subsequent amendments, financial support to private individuals for work on buildings.
The competent structure for the adoption of the granting measure and for the liquidation is the Department of Urban Planning, Energy, Land Registry, Land Registry and Territorial Cohesion, and the person in charge of the procedure is Dr. Giovanni Gardelli, General Manager of the department where information can be obtained. The grant of the contribution is established by a provision of the general manager. By resolution of the Provincial Council no. 1324 of 5 September 2025, the deadlines of the procedure for the first window (applications submitted from 19 May to 30 June 2025) were changed from 60 to 90 days and were suspended from the closing of the deadlines until 8 August 2025, therefore the deadlines start from 9 August 2025.

The building units must NOT be condominiums, may have up to a maximum of 8 building units, and must not be registered in categories A1 (stately homes), A8 (Villas) and A9 (Castles and palaces).
Within one year from the declaration of completion of the works, where provided for, or from the certificate of completion of the works, the beneficiaries of the grant must have their registered residence in the real estate unit subject to the grant, or must have signed a formal lease contract at a moderate rent for the purpose of first home with a suitable party.
The use as principal residence must be maintained for at least ten years.
The destination constraint is recorded in the land register pursuant to Article 24 quinquies of Provincial Law no. 3 of 16 June 2006, in compliance with the provisions of Article 2645 quater of the Civil Code.
The purchase of ownership or other real title of enjoyment of the real estate by relatives and relatives-in-law within the first degree and/or by sole proprietorships or companies related to them is not eligible for aid.
It is forbidden to cumulate the contribution with other public funding, including tax deductions, related to the same intervention in the last ten years.
They cannot be cumulated with interventions that form part of the expenditure covered by a loan whose interest is financed by the call for applications under resolution No 436 of 28/03/2025(Contribution for energy recovery and upgrading - Call for applications 2025)
Each grant will be assigned a CUP (Codice Unico di Progetto - Unique Project Code) that must be indicated on each invoice relating to the expenses that will be reported.
