Scope and definition of the intervention area

The area of intervention includes the entire territory of the Province of Trento.
The following PDOs and PGIs are envisaged in the Province:

Priorities

For the 2023/2024 Campaign the Province does not identify priority criteria.

In the event that the budget available for intervention is not sufficient to satisfy all the applications, the pro-rata criterion will be applied as provided for inArticle 4 paragraph 3 of Ministerial Decree 646643/2022.

The areas planted with the contribution under this measure, except in cases of duly documented force majeure as provided for by the regulations in force, must maintain their intended use and therefore cannot be grubbed up for at least five years from the final payment to the beneficiary.

In the event of market crises or other unforeseeable causes, subject to notification to the Autonomous Province of Trento, the grubbing-up and subsequent replanting at the applicant's expense of any area financed under Community Regulations, on the same parcel and for the same area of a variety suitable for the Autonomous Province of Trento, and subsequent transfer of the constraint for the missing years to the new vineyard, is possible.

Payment of aid

1. Aid is paid by the competent Paying Agency directly to the individual beneficiary in compliance with Community, national and provincial rules on wine-growing potential.

2. The support is paid either by direct acceptance or by surety with advance payment of the support, according to the timetable defined by operational circulars/instructions issued by AGEA, for an amount which cannot exceed 80% of the contribution accepted by submitting an application for support with a request for advance payment; the remaining 20% is paid after the acceptance has been carried out and following the submission of the application for payment of the balance. The payment of the advance is subject to the lodging of a guarantee equal to 110% of the value of the advance.

Beneficiaries applying for the 2023/2024 marketing year with an area to be implemented equal to or greater than 0.4 hectares must compulsorily submit an application for support with a request for advance payment.

3. In the event that the operations are not carried out on the total area for which support has been requested, recoveries and penalties will be applied in accordance with Article 11 of Ministerial Decree No 646643/2022 and the operational circulars/instructions of AGEA.

4. The application for payment of the balance must be submitted by the beneficiary of the aid within the terms provided for by the Paying Agency circulars, with the documentation provided for by the AGEA circulars attached, and in particular the following must be produced

- a plan of the vineyard, including cadastral references or map extract, showing the part of the area occupied by the vineyard

- the final statement of the works carried out, detailing in detail the work carried out;

- the invoices for the purchase of the vine shoots must include the provisions set out in the AGEA circulars and must be accompanied by the relevant phytosanitary certificate or a declaration duly completed and signed by the nurseryman certifying that the nursery material has been produced in compliance with the rules governing the production and marketing of material for the vegetative propagation of vines

- invoices for any other material that may have been purchased for the establishment of the vineyard must include the provisions set out in the AGEA circulars.

Invoices must mandatorily report the following wording "Reg. Ue n. 1308/2013 art. 46) - OCM Vino RRV campagna 2023/2024" and the Unique Project Code (CUP) that the Provincial Administration will communicate to each applicant.

In any case the beneficiary is required to make the invoices available for endorsement and to keep them for 5 years.

Invoices must be duly paid through the issuance of a payment order;

- the final statement of expenses incurred.

5. Expenditure must be incurred solely by the beneficiary in person in the period following the date of submission of the application. Payment of expenses must be made by

- bank transfer and/or

- RI.BA., linked to the current account indicated in the application for payment (the documentation issued by the credit institution must be attached to the relevant invoice). Cash and cheque payments are not permitted.

6. The aid envisaged may not in any case exceed 50% of the total sum of the work declared and of the duly documented expenses for the purchase of materials.

Used or salvaged material is not eligible for aid. However, it may be used as long as it is functional for the installation.

7. Irrigation, intended solely in physiological terms of relief, and not as a forcing technique, is in any case excluded from the calculation of eligible funding.

The amount of aid is calculated on the basis of the area actually realised, according to the criteria set out in the Operating Instructions of AGEA.

Period within which the conversion and restructuring operations must be carried out.

The time limit set for carrying out the operations cannot exceed 3 years from the date on which the application for support can be financed, set at 30 July of each year except for the year 2023, set at 31 October 2023 and, in any case, the date of planting the rooted cuttings cannot be after the validity of the replanting authorisation.

Therefore, for the 2023/2024 marketing year the deadline for completing the operations eligible for contribution is 20 June 2026.

Granting of aid through advance payment before completion of the work or payment of the balance following acceptance.

Beneficiaries may request the advance payment of aid for an amount not exceeding 80% of the admitted contribution; the remaining 20% is paid after the testing has been carried out. Disbursement of the advance is subject to the lodging of a guarantee equal to 110% of the value of the advance. Beneficiaries applying for the 2023/2024 marketing year with an area of 0.4 ha or more must compulsorily submit an application for support with a request for advance payment.
