Awarding three assignments for activities in support of the ex ante evaluation

By decision no. 6863 dated 25/06/2025, the"Notice of assignment of three appointments for the performance of support activities for the ex-ante evaluation carried out by the Technical Board of Evaluation of the project proposals submitted within the framework of the Calls for Proposals relating to the European Social Fund Plus (ESF+) 2021-2027 Programme of the Autonomous Province of Trento" was approved.

The purpose of the assignment to carry out the support activities for the ex-ante evaluation carried out by the Technical Evaluation Board consists in the preliminary investigation and initial examination of the project proposals with training content submitted by the proposers within the framework of the Calls for Proposals related to the ESF+ Programme 2021-2027.

The areas of intervention of the project proposals subject to scrutiny by the professionals supporting the ex ante evaluation activities concern in particular the following themes

• employment
• education and training
• social inclusion.

It is foreseen to assign the assignments to three different experts in order to guarantee the respect of the time schedules for the implementation of the assigned activities.

The assignments will start on 01 October 2025 and will last until 31 December 2026. The Administration reserves the right to extend and supplement these assignments for a further year until 31 December 2027.

Appointments will be awarded to the first three people in the ranking list. Any further names will be considered as reserves in the event of withdrawal and/or need for replacement during the term of the assignment.

The experts appointed shall be subject to the contractual conditions, attached to the Notice, which will be stipulated at the time of the assignment.

The assignment may only be awarded to persons

1. in possession of Italian citizenship or citizenship of one of the Member States of the European Union provided that they have excellent knowledge of the Italian language as the project proposals are drafted in Italian;
2. in possession of the enjoyment of civil and political rights
3. who are not in one of the conditions set out in Articles 94 and 95 of Legislative Decree 36/2023;
4. who are not resident in the province of Trento
5. who are not in retirement;
6. who do not have first- or second-degree kinship or affinity relations with the pro tempore manager of the European Social Fund Office of the Autonomous Province of Trento and/or with the pro tempore director of the European Social Fund Office of the Autonomous Province of Trento;
7. possess at least a university degree (old system) or a Master's degree
8. they must have at least three years' proven experience, including non-continuous experience, gained in the national territory in the field of ex-ante evaluation of project proposals with a training content relating to employment, education and training and/or social inclusion issues in line with the priorities of the ESF+ 2021-2027
9. that have not, in the last ten years, held for more than three years the position of carrying out support activities for the ex-ante evaluation carried out by the Technical Assessment Board of the project proposals submitted in the framework of the calls for proposals related to the ESF/ESF+ Programme/s of the Autonomous Province of Trento
10. that, in the last 24 months, they have not carried out and/or are not currently carrying out work activities in bodies or organisations operating in the field of ESF/ESF+ co-funded training in the territory of the Province of Trento, including the provincial structures involved in the implementation of the Programme, with the exclusion of any collaboration with other structures of the provincial administration or its agencies and instrumental bodies.

The application, drawn up on the model predefined by the Administration and in which the elements useful for the assessment of the requirements set out in the Notice must be described, must be signed with a digital signature or in autograph form and sent to the Administration together with the following attachments

• the curriculum vitae dated and signed by the candidate, drawn up according to the Europass model
• copy of a valid identity document of the signatory (only in the case of signature by hand).

Applications not submitted on the attached model will not be considered admissible.
