Application for navigation logbook

The regulation of inland navigation personnel, with regard to qualifications, titles and registration, is contained in Articles 128 to 135 of the Navigation Code, Articles 41 to 61 of the Inland Navigation Regulations and a series of decrees issued in execution and implementation of the aforementioned regulations.

Inland navigation personnel comprise seagoing personnel and port service personnel.

Navigational personnel are divided into three categories:

1. command and lower force personnel assigned to deck and engine services and to on-board technical services in general
2. personnel assigned to complementary on-board services,
3. personnel assigned to small-scale navigation.

Seagoing personnel are registered in three separate registers, one for each category, and are provided with a seaman's booklet, which is a personal identity document and is valid as a passport in cases established by law or by international conventions.

Port service personnel include:

- port workers,

- boatmen.

Registers are kept by the UMCs.

The application may be submitted by Italian and EU citizens

Italian citizens of at least 14 years of age, who meet the established requirements, and also minors of 14 years of age, as long as they are not under 10 years of age, may be enrolled in the matriculation of seafaring personnel, when they are employed by relatives or relatives-in-law up to the third degree. For the enrolment of minors, however, the consent of the person exercising parental authority or guardianship is required. Italians not belonging to the Republic may also be enrolled in the matricula.

According to the provisions of art. 23 of DLG 2.5.1994 no. 319, concerning the equivalence of Community citizens to Italian citizens in the field of maritime professions, citizens of European Union Member States are assimilated to Italian citizens for the purposes of registration in the matriculation rolls and registers of inland navigation personnel.

Registration in the registers of first- and second-category seafarers is carried out, for those who possess professional qualifications or specialisations, with the qualification corresponding to such qualifications or specialisations, while, for those who do not possess such qualifications or specialisations, it is carried out with the qualification of:

- "apprentice seaman" or"apprentice boatman" for deck services,

-"apprentice engineer" for engine services.

Registration in the matriculation of third-category seafarers takes place with the qualification of:"trainee boatman for small navigation".

The PAGOPA code associated with the fee for "Patente Nautica Attainment" is:

• T028 enrolment in seafarers' records.

• the 'application for a sailing licence' form
• medical certificate with photo of the applicant of physical fitness for navigation issued by authorised doctors
• two passport-size photos
• photocopy of a valid identity document;
• payment receipts made through PAGOPA
