Application for assessment of technical fire-fighting suitability

The application for verification of technical fire-fighting suitability is submitted by Companies, Entities or individuals to the Permanent Fire Brigade Corps, in order to enrol the personnel appointed to the role of fire-fighting officer in the examination to obtain the certificate of technical suitability referred to in Article 3 of Decree-Law No. 512 of 01/10/1996.

Paragraph 2 of Article 5 of Ministerial Decree of 2 September 2021 in fact provides that workers in charge of implementing fire prevention, firefighting and emergency management measures require this certificate if they work in workplaces characterised by high fire risk. The list of subject activities can be found in Annex IV of Ministerial Decree of 2 September 2021.

The attestation of technical suitability is linked to the level of fire training. Pursuant to the Ministerial Decree of 2 September 2021, there is therefore a technical suitability linked to level 2-FOR training (formerly medium risk of the Ministerial Decree of 10 March 1998) as distinct from level 3-FOR technical suitability (formerly high risk of the Ministerial Decree of 10 March 1998).

Prerequisites of the identified personnel being enrolled in the examination are:

- possession of psychophysical suitability to sit the examination;

- to work in premises located in the Autonomous Province of Trento;

- be in possession of insurance cover for possible accidents during the scheduled practical tests;

- be in possession of the training envisaged by the technical regulations in force for fire-fighting service operators pursuant to Ministerial Decree of 2 September 2021 (compulsory updating at least every five years). In detail, the registered person must enclose with the application the certificates proving possession of valid level 2 or level 3 fire-fighting training (first training or update) (the date on the certificate will be taken as proof).

The recipients of the service are companies, entities or self-employed workers who need to qualify personnel designated to the role of fire-fighting officer in workplaces with activities included in the list in Annex IV of Ministerial Decree of 2 September 2021.

Prerequisites of the identified personnel who are enrolled in the examination are:

- possession of psychophysical suitability for carrying out the examination;

- to work in premises located in the Autonomous Province of Trento;

- be in possession of insurance cover for possible accidents during the scheduled practical tests;

be in possession of the training envisaged by the technical regulations in force for fire-fighting service operators pursuant to Ministerial Decree of 2 September 2021 (compulsory updating at least every five years). In detail, the registered person must enclose with the application the certificates proving the possession of valid level 2 or level 3 fire-fighting training (first training or update) (the date on the certificate will be taken as proof).

The application for assessment of technical fire-fighting suitability is submitted by the employer or by the natural person himself with a Euro 16.00 revenue stamp, except for any exemptions (in which case the regulatory references must be specified). In order to be admitted to the examination, the legal or natural person submitting the application must pay the examination fee.

The application with all annexes must be received
- for entities federated in Pitre by the intra-PITRE interoperability channel
- in all other cases by electronic mail (certified or plain) signed with a digital signature or
digital signature or handwritten signature spa.vvf@pec.provincia.tn.it.

The payment of the amount due will be invoiced and must be paid exclusively via PagoPA
as per the notice attached to the invoice.
The data contained in the PagoPa notice attached to the invoice allow digital payment in favour of the
Province.
Payment can be made
▪ via the Sisal and Lottomatica circuits (tobacconists) or at other PagoPa-enabled counters and/or channels;
▪ via the Home Banking of your banking institute;
▪ directly online. Simply log on to mypay.provincia.tn.it, choosing the entity
"Provincia Autonoma di Trento"; enter the "Avviso Code" (unique code for the individual payment
indicated in the last line of the notice) and finally choose the preferred payment channel.

▪ list of candidates containing surname, first name, tax code, date and place of birth, in
Excel or Libre Office calc. format
▪ photocopy of the certificate of attendance at the training course correlated with the relevant
programme, with evidence of the mandatory regulations on the basis of which the course was
course was delivered (Ministerial Decree 2 September 2021 or Ministerial Decree 10.03.1998);
▪ statement indicating the date the training course was held (from/to) and
the training organisation;
▪ signed privacy policy for acknowledgement;
▪ photocopy of valid identity document of the legal representative/employer in case of
handwritten signature.

After the application for verification of technical suitability has been received, the administration verifies that the prerequisites are met (checking the documentation submitted and payment). Within the next thirty days the user is informed of the outcome of the checks and, if positive, the date of the examination is announced.

As the date of the examination approaches, a letter of convocation is sent to the applicant.

Once the examination has been completed, the outcome will be communicated to the applicant. For successful candidates, the form for the transmission of the Euro 16.00 revenue stamps for the purpose of issuing the certificate will be attached to this communication.

The unsuccessful candidate may apply again after a period of not less than two weeks. In the event of a further failure, the candidate must attend a new training course.
