In implementation of paragraph 2 of Article 2 of Law 18/2016, the following types of media capable of performing a service of general economic interest (SGEI) are identified:
- the provincial or valley television broadcasters, understood as holders of concessions or authorisations on terrestrial frequencies, which have editorial responsibility for television programme schedules;
- the provincial or valley radio broadcasters, understood as holders of a concession or authorisation on terrestrial frequencies, which have editorial responsibility for radio programme schedules;
- local online news portals, understood as holders of an Internet portal that are responsible for publishing self-produced news content.
1. In order to benefit from the SGEI contributions, companies must meet the requirements set out in Articles 3 and 4 of P.L. No. 18 of 2016 and submit a proposal clearly defining the services they intend to provide as well as the commitments set out in Article 4 paragraph 4 of P.L. 18/2016.
2. The entities referred to in Article 2 may access the benefits referred to in these criteria if the following conditions are met
a) provincial television broadcasters: they must broadcast self-produced news content, with a coverage of at least 30% of the population resident in the provincial territory;
b) Valley television broadcasters: must broadcast self-produced news content, with a coverage equal to at least 50% of the population resident in the Valley Community
c) provincial radio broadcasters: must broadcast their self-produced news content, with a coverage equal to at least 30% of the population resident in the provincial territory
d) valley radio broadcasters: must broadcast self-produced information content, with a coverage equal to at least 50% of the population resident in the Community of the Valley
e) online information portals: they must publish information content on issues specifically related to Trentino or of particular interest to the Trentino population. In the case of online portals which are the expression of printed newspapers or radio and television broadcasters meeting the requirements of these criteria, the aforementioned contents must not be a mere repetition of those published or broadcast by the latter. Web TVs and web radios, i.e. those broadcasters that transmit their television or radio content via the Internet, are to be considered online information portals.
3. Population coverage is calculated by adding the population resident in the territories served according to the definition of paragraph 2, as resulting from the last census, to the total population resident in Trentino or in the reference Valley Communities in the case of valley TV or radios.
4. The requirements referred to in this Article must be possessed by applicants on the date of submission of the application and for the entire previous calendar year or for the entire period of activity, in the case of applicants born in the previous calendar year.
