In accordance with paragraph 2 of Article 2 of Law 18/2016, the following types of media are identified as capable of providing a service of general economic interest (SGEI):
- provincial or valley-based television broadcasters, defined as holders of a licence or authorisation for terrestrial frequencies, who have editorial responsibility for television programme schedules;
- provincial or valley radio broadcasters, defined as holders of a licence or authorisation for terrestrial frequencies, who are responsible for radio programming schedules;
- local online news portals, defined as operators of an internet portal who are responsible for publishing self-produced news content.
1. To be eligible for SIEG grants, undertakings must meet the requirements set out in Articles 3 and 4 of Provincial Law No. 18 of 2016 and submit a proposal clearly defining the services they intend to provide, as well as the commitments provided for in Article 4(4) of Provincial Law 18/2016.
2. The entities referred to in Article 2 may access the benefits set out in these criteria provided the following conditions are met:
(a) provincial television broadcasters: they must broadcast self-produced news content, with coverage of at least 30 per cent of the population resident within the provincial territory;
b) valley television broadcasters: must broadcast self-produced news content, with coverage of at least 50 per cent of the population resident within the Valley Community;
c) provincial radio broadcasters: must broadcast self-produced news content, with coverage of at least 30 per cent of the population resident within the province;
d) valley radio stations: must broadcast self-produced news content, covering at least 50 per cent of the population resident in the Valley Community;
e) online news portals: must publish news content on topics specifically relating to Trentino or of particular interest to the people of Trentino. In the case of online portals that are extensions of print newspapers or radio and television broadcasters meeting the requirements set out in these criteria, the aforementioned content must not merely be a reproduction of that published or broadcast by the latter. Web TV and web radio stations – that is, broadcasters that transmit their television or radio content via the internet – are to be regarded as online information portals.
3. Population coverage is calculated by adding up the resident population in the territories served, as defined in paragraph 2, as recorded in the latest census, relative to the total resident population of Trentino or, in the case of valley-based TV or radio stations, the relevant Valley Communities.
4. The requirements set out in this article must be met by applicants on the date of submission of the application and for the entire preceding calendar year, or for the entire period of activity in the case of applicants established during the preceding calendar year.
