Description
Aid is envisaged for the recovery of mountain pastures through their identification as the cultural and natural heritage of farms, identified as mountain building heritage by Provincial Council Resolution No 611 of 22 March 2002.
The grant is aimed at the development and improvement of pastures and mountain pastures used in common and for the implementation of all the works and services necessary to ensure or improve their management, including the relevant infrastructures, in order to qualify and protect the pastures and the natural mountain environment. All this in order to maintain the tradition of grazing livestock and avoid their abandonment, which would inevitably have a negative impact on the rural traditions of the farming population and on the attention paid to the delicate mountain environment and biodiversity.
In particular, the interventions concern the functional adaptation of buildings
- intended for staff accommodation, livestock housing and related appurtenances, will be financed under EU Regulation 2022/2472;
- intended for the processing and sale of dairy products, including related appurtenances, will be financed in accordance with the European Commission Regulation on de minimis aid
| With the term "alpine pasture" o "malga" is identified as a system comprising the grazing area and the facilities for housing the livestock and the staff. These areas are all located at high altitudes from a minimum of 1,000 metres to a maximum of 2,500 metres above sea level and are spread over the entire surface area of Trentino, in the various valleys, and are mainly publicly owned. The Trentino breeding system has always been characterised by being carried out for between 80 and 110 days a year (from the beginning of June to mid-September). |
Restrictions
| Only one application may be submitted per beneficiary, and this application may contain a request to benefit from the initiative covered by this Resolution for the structures of only one malga. |
| In the following years, and until the end of the period of validity of Reg. (EU ) 2022/2472, the Provincial Council with subsequent measures, if resources are available in the provincial budget, will establish the deadlines for the submission of applications and any further procedural indications in compliance with the criteria set out in this Resolution, which will be communicated to the European Commission under exemption pursuant to Reg. |
| The huts benefiting from the provincial contribution and their pastures must be used in accordance with the technical-economic specifications and the guidelines approved by the Provincial Council Resolution No 731 of 6 May 2015. Verification of the de minimis aid received by the beneficiary will be carried out ex officio through the national database on State aid. The granting of the contribution implies theobligation for the beneficiary not to alienate, not to transfer or in any case not to divert from their use the assets for which the contribution has been granted for at least 10 years according to art. 6 of L.P. 4/03. The deadline runs from the date of the application for final payment of the grant. In the event of non-compliance with the deadline referred to in the preceding paragraph, the beneficiaries shall be required, except in the event of force majeure, to repay the grant awarded in proportion to the residual duration of the current period. The residual duration is calculated from the date of ascertainment of the circumstances giving rise to the revocation of the grant until the end of the respective period. The corresponding amount is to be repaid plus interest at the statutory rate from the date of payment. The grantee shall in any case allow the staff in charge of monitoring the application of the regulations in force free access to the facilities and the documentation relating to the subject matter of the grant awarded. Checks on the compliance with the obligations imposed on applicants by Article 6 of Provincial Law no. 4/2003 shall be carried out on a sample equal to 5% of the interventions subject to constraints, in accordance with the relevant provincial regulations in force. The control on the substitutive declarations of certification and affidavit will be carried out on a sample of at least 5% of the files, according to the provisions of the provincial regulations in force on the matter. |
