Accreditation of Service Vouchers - period 1 September 2022 - 31 December 2024

I Service VouchersService Vouchers are expense vouchers for the reconciliation of work commitments and family care provided by the Autonomous Province of Trento, which allow holders to acquire education, care and assistance services for minors up to 14 years of age (or up to 18 years of age in the case of disabled persons or particularly difficult situations certified by the competent personnel) as a complement to the public services provided for the same purpose in the provincial territory, against a personal financial contribution of at least 10% or 15% (depending on the age of the minor) of the cost of the service eligible for funding.
In order to provide services that can be used through Service Vouchers it is necessary to be included in the List of Entities qualified to provide care and custody educational services acquired through Service Vouchers.

Information on the management procedures and contractual conditions governing the legal relationship between the Autonomous Province of Trento and the service providers can be found in the "Criteria and procedures for the implementation of Service Vouchers - period 1 September 2022 - 31 December 2024", a document attached to the Resolution of the Provincial Council no. 1328 of 22 July 2022.

By decision no. 7903 dated 25 July 2022 the "Public Notice of selection for inclusion in the List of Entities qualified to provide care and custody educational services acquired through Service Vouchers - period 1 September 2022 - 31 December 2024" was approved.

The Service Vouchers are financed with the resources of the ESF+ Programme 2021-2027 of the Autonomous Province of Trento, with co-financing from the European Union - European Social Fund plus (40%), the Italian State (42%) and the Autonomous Province of Trento (18%). Given their relevance, Service Vouchers have been identified in the Programme as Operations of strategic importance.

Applications can be submitted until 12.30 p.m. on 30 September 2024 .

As of 30 September 2024, the procedure for submitting applications for inclusion in the List of Entities qualified to provide care and custodial education services that can be acquired through Service Vouchers is temporarily blocked, pending approval of the new Management Criteria for the Service Voucher Tool. The possibility of inclusion in the List will be reactivated indicatively in December 2024.

The following entities may be included in the "List of Entities qualified to provide care and custody educational services that can be acquired through Service Vouchers":

A) in the case of services provided for minors between three months and three years of age

• the public institutions present in the provincial territory aimed at providing services in the early childhood sector;
• the private organisations operating under a convention or public service contract with provincial local authorities in the early childhood sector;
• the bodies registered in the provincial register referred to in Article 8 of Provincial Law no. 4 of 12 March 2002, or which will be registered, once the implementing regulations provided for in Article 11 quater of the aforementioned Provincial Law no. 4/2002 have been adopted, in the provincial register of accredited bodies for the provision of social-educational services referred to in Article 6 of the same Provincial Law no. 4/2002
• Organisations operating privately and autonomously in the provincial territory in the field of childhood, regularly registered with the C.C.I.A.A., social cooperatives, voluntary organisations, associations for social promotion and non-profit organisations of social utility (Onlus), regularly registered in their respective registers and operating in the provincial territory in the field of education and animation (cultural, recreational, sporting, etc.) in favour of minors.

In the event that authorisation is requested for the provision of care and custody educational services, which can be acquired by means of Service Vouchers for Company Crèches, applicants must also be in possession of a management mandate for at least one Company Crèche service in the Province of Trento, signed with at least one Company promoting the Company Crèche service for its employees and/or collaborators. This management assignment must expressly indicate the manner in which the promoting Company(ies) will grant or make available the facilities and must have a duration of at least 12 months from the date of submission to the Administration of the application for inclusion in the List of Entities qualified to provide care and custody educational services that can be acquired by means of Service Vouchers.

B) in the case of services provided to minors aged three years - six years

• the equivalent Infant-toddler Centres of the Province of Trento;
• the bodies entered in the provincial register referred to in Article 8 of Provincial Law no. 4 of 12 March 2002 or which will be entered, once the implementing regulations referred to in Article 11 quater of the aforementioned Provincial Law no. 4/2002 have been adopted, in the provincial register of accredited entities for the provision of socio-educational services referred to in Article 6 of the same Provincial Law no. 4/2002
• the private bodies operating under a convention or public service contract with the provincial local authorities for the provision of education and entertainment services (cultural, recreational, sports, etc.) for minors
• Bodies operating privately and autonomously in the provincial territory in the field of childhood, regularly registered with the C.C.I.A.A., social cooperatives, voluntary organisations, associations for social promotion and non-profit organisations of social utility (Onlus), regularly registered in their respective registers and operating in the provincial territory in the field of education and entertainment (cultural, recreational, sporting, etc.) in favour of minors.

C) in the case of services provided in favour of minors aged 6 years - 14 years (18 years not completed in the case of minors with disabilities certified pursuant to Law no. 104/92 or with learning difficulties or situations of particular hardship certified by competent personnel)

• public schools operating within the first cycle of education as provided for by Law no. 53/2003;
• the primary and secondary schools of the first cycle of education, equal or authorised;
• the bodies enrolled in the provincial register referred to in Article 8 of Provincial Law no. 4 of 12 March 2002, or which will be enrolled, once the implementing regulations provided for in Article 11 quater of the aforementioned Provincial Law no. 4/2002 have been adopted, in the provincial register of accredited bodies for the provision of socio-educational services referred to in Article 6 of the same Provincial Law no. 4/2002
• the private bodies operating under a convention or public service contract with the provincial local authorities for the provision of education and entertainment services (cultural, recreational, sports, etc.) for minors
• organisations operating privately and independently in the provincial territory in the field of childhood, regularly registered with the C.C.I.A.A., social cooperatives, voluntary organisations, associations for social promotion and non-profit organisations of social utility (Onlus), regularly registered in their respective registers and operating in the provincial territory in the field of education and entertainment (cultural, recreational, sporting, etc.) in favour of minors.

Furthermore, all the aforementioned subjects, regardless of the age range of the minors to whom the services are provided, must

• not be in any of the conditions set out in paragraphs 1, 2 and letters c) and f) of paragraph 5 of Article 80 of Legislative Decree 50/2016; have at least one operating office in the territory of the Autonomous Province of Trento
• be in possession of the professional, structural, organisational, pedagogical-educational planning requirements detailed in the document "Criteria and modalities for the implementation of Service Vouchers - period 1 September 2022 - 31 December 2024".

In the event that the Grantseeking Body has more than one operating site, it shall comply with the requirements of each individual operating site in relation to the age group/classes and the type of services provided.

The application submitted by the Entity, complete with all the required documents, must be digitally signed by the legal representative of the applicant Entity or by a delegate with signatory power.

The application must be submitted exclusively via the Autonomous Province of Trento's IT system available online at this link.

The application consists of the following documents

• application for inclusion in the list in compliance with current stamp regulations (€16.00), digitally signed by the legal representative or his/her delegate
• general contract provisions digitally signed by the legal representative or his/her delegate;
• CV of the Contact Person for the educational area and of at least 2 professional resources employed in the service per age group;
• any further attachments required by the Resolution of the Provincial Council no. 1328 of 22 July 2022, according to the age group for which inclusion in the List is requested or, if authorisation for Company Day Nurseries is requested, the assignment to manage at least one Company Day Nursery service in the Province of Trento signed with at least one Company promoting the Company Day Nursery service for its own employees and/or collaborators, with a duration of at least 12 months from the date of submission of this application to the Administration.

The outcome of the application will be communicated to the individual applicants in a written instructional note.
