Accreditation application for the collection of ICEF declarations

This is a system for the accreditation of professional subjects to whom to entrust the performance of activities in favour of citizens who intend to access social benefits ('facilitative interventions') provided by the Province, its functional Bodies and Agencies, as well as by other territorial public Bodies. The purpose of the accreditation is the assignment of the task of compiling, updating and transmitting electronically the ICEF substitute declarations, as well as the activity of collecting, checking and transmitting to the competent provincial Structures the applications for facilitated interventions.

The entrusting of the activity of collecting ICEF declarations and applications for subsidised interventions is finalised through an agreement between the Autonomous Province of Trento and the accredited entities.

A fee is paid for the activity performed by the accredited entities, equal to

• for the online collection and transmission of ICEF declarations, a unit fee of Euro 16.09 (sixteen/09) net of VAT and gross of social security and insurance charges is acknowledged;
• for the online collection and transmission of applications for subsidies, a unit fee of Euro 8.15 (eight/15) is recognised net of VAT and gross of social security and insurance charges.

The application for accreditation must be submitted to the Provincial Agency for Supplementary Assistance and Welfare by 30 June 2025.

Entities may apply for accreditation if they meet one of the following requirements

1. being a tax assistance centre - hereinafter CAF - set up pursuant to Chapter V of legislative decree no. 241 of 9 July 1997, authorised by the Revenue Agency with territorial jurisdiction for the performance of tax assistance activities pursuant to Article 7 of Ministerial Decree 164/1999 and enrolled in the register of CAFs provided for by Article 9 of the same Ministerial Decree
2. being a 'service company' used by a CAF for the performance of tax assistance activities, pursuant to Article 11(1) of Ministerial Decree 164 of 31 May 1999
3. being a qualified professional within the meaning of letter f-bis) of Article 1(4) of Legislative Decree No. 139 of 28 June 2005;
4. be a company formed by the professionals referred to in point 3.

The following organisational requirements are also required

• guarantee of service coverage, through dedicated counters open to the public, for at least 4 days a week with the exclusion of public holidays and the holiday closure period, for a minimum of 4 hours a day with a time slot from 8.00 a.m. to 7.00 p.m.. These opening conditions apply up to the opening of 5 (five) operating locations, while for further locations the service may be limited to a single day or guaranteed through access by appointment;
• the counters or places of access for citizens must comply with hygiene, health and safety regulations.

The application for accreditation must be submitted to the Provincial Agency for Supplementary Assistance and Welfare by certified e-mail to apapi@pec.provincia.tn.it.

• Application for accreditation with duly completed attachments, using the form provided below
• Copy of insurance policy for damages, with a limit of not less than Euro 200,000.00.
