Description
The novelties concern in particular the postponement from 1 to 30 November of the window for the submission of applications in evaluative form (events, promotion, extra-regional activities, young talents, professional sport, sport and disability, CONI projects); the introduction of the implementing rules of Article 17 bis relating to contributions for companies and individuals who sponsor sports associations and clubs (applications from 1 to 31 October for sponsorships made in 2021) the extension to sports federations operating at provincial level of the possibility of applying for a contribution for the purchase of minibuses for the transport of representative teams (applications from 1 to 31 October) as well as the possibility of increasing the contribution by the documented expenditure for any equipment approved for the transport of disabled athletes.
The deadlines for applications for amateur youth activities, for citizenship sport for all, for sports scholarships, for the functioning of federations, and for insurance charges remain unchanged.
The new criteria will be valid immediately for new applications submitted in evaluative form and from 1 January 2023 for applications submitted in automatic form.
The main changes introduced for each measure are detailed below.
Chapter II - Contributions referred to in Article 15, paragraph 1, letter a) of the law for the organisation of sports events of provincial, regional, interregional, national or international interest:
(a) moved the collection of applications by evaluation procedure to 1-30 November;
(b) eliminated the descriptive report;
(c) removed the reference to the list of starters and replaced it with an indication of the number of starters.
Chapter III - Contributions referred to in Article 15(1)(b) of the Act for the realisation of promotion campaigns in favour of youth sport, gender equality, social cohesion and sport for the disabled:
(a) shifted the collection of applications under the assessment procedure to 1-30 November;
b) introduced a maximum contribution limit of 40,000 euro, both for applications under the evaluative and automatic procedure;
c) inserted some paragraphs to better define the procedural process related to the realisation of the orientation maps.
Chapter V - Section A - Contributions referred to in Article 16(2) of the law in support of amateur youth activities:
(a) Removed from the list of registered members the name of the athletes, replaced by the indication of the fiscal code.
Chapter V, Section B - Contributions referred to in Article 16 (3) of the Act in support of sports talent:
(a) Moved the collection of applications under the assessment procedure to 1-30 November.
Chapter VI - Contributions referred to in Article 17 of the Act for professional sport:
(a) moved the collection of applications by assessment procedure to 1-30 November.
Chapter VII - Grants referred to in Article 15(1)(f) of the Act for initiatives concerning sport for persons with disabilities:
(a) shifted the collection of applications by assessment procedure to 1-30 November;
b) eliminated the limitation of transport to the provincial territory only.
Chapter VIII - Grants referred to in Article 15, paragraph 1, letter h) of the law for amateur sports activities carried out inter-regionally, nationally and internationally:
(a) moved the collection of applications by evaluation procedure to 1-30 November;
(b) eliminated the descriptive report.
Chapter X - Grants referred to in Article 26(2) and (3) of the Law for the purchase or replacement of specific individual equipment necessary for disabled persons to practise sport:
(a) moved the collection of applications by assessment procedure to 1-30 November.
Chapter XI - Grants under Section 26(4) of the Act for the opening and operation of an association section for disabled persons:
(a) moved the collection of applications by assessment procedure to 1-30 November.
Chapter XVII - Contributions referred to in Article 37 paragraph 3 of the law for projects of the provincial CONI Committee aimed at supporting support, coordination and promotion services in the sports activities organised in the provincial territory:
(a) shifted the collection of applications with evaluation procedure to 1-30 November.
Chapter XVIII, Section A - Contributions referred to in Article 21, paragraph 1, letter a) of the law to support projects for the promotion of motor activity:
(a) added two additional parameters to the evaluation criteria: monitoring and evaluation; evaluation of previous projects;
(b) introduced a minimum score limit for the eligibility of projects submitted of 28 points out of 48.
Chapter XIX - Grants under Article 15 bis of the law for the purchase of vehicles for the safe collective transport of athletes
a) introduced the possibility to submit an application for a contribution also to delegations or sections of sports federations operating at provincial level, as established by the amendment introduced by Article 32 of the provincial law of 27 December 2021, no. 22 "Provincial Stability Law 2022
b) introduced the possibility of increasing the contribution by the amount related to the documented expenditure required for any approved equipment for the transport of disabled athletes, up to a limit of €5,000
c) eliminated the descriptive report;
d) eliminated the parameters for drawing up the ranking list: the only parameter is the order in which applications are submitted, with priority given to first-time applicants;
e) shortened from 10 years to 5 years the time constraint prohibiting the sale of the financed vehicle.
Chapter XIX bis - Solidarity financing referred to in Article 28 of the Act:
(a) introduced in the text the articles already approved by the Provincial Council by resolution No. 674 of 3 May 2021, without further amendments.
Chapter XIX ter - Contributions for the sponsorship of professional and/or amateur sports associations and clubs and/or amateur sports associations and clubs referred to in Article 17a of the law:
(a) new articles were introduced with the provision for the granting of a contribution (no tax compensation). The submission of these applications for contracts concluded in 2021 is set from 1 to 31 October 2022. Then the ordinary deadline will be 1-31 May.
