Description
The Provincial Agency for State Forests administers a vast set of forest and real estate properties (mountain huts, chalets, buildings, infrastructures).
These resources, which are the heritage of the Trentino community, are managed in accordance with the purposes identified by the law establishing the Agency, which are aimed at sustainable forestry and environmental management, with particular regard
- the conservation and valorisation, for present and future generations, of the peculiar silvopastoral, faunal, historical and landscape features of state forests, as well as of the elements of particular naturalistic significance that characterise them
- applied research and experimentation to obtain useful indications for the improvement of the silvo-pastoral and faunal management of Trentino forests, while guaranteeing a balanced recreational enjoyment;
- to theapplication, through interventions carried out by qualified operators, of compatiblemanagement techniques and actions aimed at enhancing state forests as models of sustainable forest and wildlife management, capable of integrating social services of public importance with protection functions and with quality economic functions
- the valorisation, including economic valorisation, of the real estate heritage in coherence with the other purposes envisaged;
- toeducation, information and training on mountain professions and the natural values of forests and mountain environments, as well as on the direct and indirect benefits they provide and the values associated with the management of renewable natural resources
- to the promotion of the Trentino environment and the management policies applied in the forestry sector, as well as in the environmental, tourism and cultural sectors, with functions of high representation
- the production and acquisition of forest reproductive material for the purposes envisaged by the forestry law, as well as of ornamental plants required for public works, being able to proceed directly to their implementation.
State property is intended for general public use or for particular uses, authorised in favour of public or private entities, only insofar as compatible with the general interest and aimed at promoting the economic and social development of local communities.
The concession deed regulates these particular uses (as of 1 January 2014, about one hundred concessions had been granted), defining the exact purpose, use and duration granted, quantifying the fee and the security deposit, and setting any other conditions deemed necessary for the proper conservation of the property under concession.
Hunting is forbidden in State-owned forests: wildlife management is implemented through analysis and monitoring campaigns, associated with the conduct of specific research on individual species or on the relationship between fauna and the forest heritage.
State forest management has always been a reference model and an opportunity for research and experimentation. In particular, the Paneveggio forest is renowned nationally and internationally for the overall quality of its timber and the production of 'resonance wood'.
Forest utilisation is carried out both directly, through the use of employed forest labour, and through external companies.
On average, approximately 8,000 net cubic metres of timber are harvested from state-owned forests each year, most of which is sold at auctions organised by the Trento Chamber of Commerce as part of the Wood Project.
All state-owned forests are certified with the PEFC mark, which certifies the application of management criteria inspired by sustainability and, therefore, the conservation and valorisation of the heritage.
In addition to forest use, the state property requires continuous ordinary and extraordinary maintenance of infrastructure and real estate.
In addition, a constant valorisation action is carried out through the renovation of buildings (mountain huts, chalets, flats), the improvement of forest roads and the pursuit of greater energy autonomy both through the construction of production plants (hydroelectric power stations, woodchip and photovoltaic plants) and interventions on buildings to improve their energy efficiency.
The work is conducted both directly, through the use of forestry labour employed under private law contracts, and through external companies.
Functional to these activities are the two state-owned carpentry and workshop workshops
The activities implemented, planned and carried out in conjunction with the Paneveggio and Pale di San Martino Nature Park, mainly consist of accompanying people to the area and carrying out specific projects relating to the subjects of competence.
Since 1 January 2014 the Agency has been in charge of carrying out the qualification and refresher courses for forestry workers in Trentino provided for by Article 102 of Provincial Law No. 11 of 23 May 2007
also fulfil the function of open-air laboratories, which have always been devoted to excellence, with the task of disseminating knowledge and culture available to all.
Alongside the continuation of long-standing collaborations with important research institutes and universities, it is
It is planned to institutionalise forms of connection with these bodies to ensure, on the one hand, an area of great value in which to test new research approaches and, on the other, to ensure important spin-offs in terms of knowledge and innovation for the entire Trentino region.
The research lines are aimed in particular at technological innovation applied to wood processing and the experimentation of management solutions useful for improving forestry and wildlife management in Trentino forests, while guaranteeing balanced recreational use.
All with the aim of sustainable development that respects the environment, thanks to a reduction in incidences or a more effective and responsible use of natural resources, capable of integrating social services of public importance with protection functions and with quality economic functions.
The peculiar sylvo-pastoral, faunal, historical and landscape features of state forests, the result of centuries of conservation and improvement work, represent an important showcase of Trentino's environment and of the management policies applied not only in the forestry sector but also in the environmental, tourism and cultural sectors.
In addition to the elements of particular naturalistic significance that characterise them, the promotional actions implemented also concern cultural and productive aspects linked to certain properties and the forest, with particular attention to the Paneveggio resonance wood, a niche product that gives notoriety and value to the state forests, as well as to the entire Trentino territory.
